    "ocrText": "J. 333305MONO-State\nGalley\n11\nUNCORRECTED GALLEY PROOF\noriginal penciled notes taken by Hiss at a number of meetings at\nYalta, together with roughly chronological assortment of conference\npapers and United States Delegation working memoranda and notes\nprepared by Hiss and others at Malta and Yalta. The collection also\ncontains a few Yalta papers of British origin, and several papers pre-\npared in June 1945 at the San Francisco Conference which pertain to\nsubjects discussed at Yalta (see post, pp.\nThe original Hiss notes\non the Yalta meetings have been printed in this publication as nearly\nfacsimile as feasible.\n3. Matthews Files-The files accumulated in the office of H. Freeman\nMatthews, then Director of the Office of European Affairs. These\nvoluminous files contain a number of Yalta papers not in other col-\nlections. They also contain the original penciled notes taken by\nMatthews at six plenary meetings and four Foreign Ministers' meet-\nings at Yalta. The Matthews notes on the plenary meetings had been\ntranscribed by Matthews into smooth minutes and these have been\nreproduced in this volume. The rough notes on the Foreign Minis-\nters' meetings, which Matthews had not transcribed, are reproduced\nin this volume as nearly facsimile as feasible.\n4. Executive Secretariat Files-These files provided the only copy\nthat could be found in the Department of State of the Yalta Briefing\nBook.\n5. LIT Files-The files of the Assistant Legal Adviser for Treaty\nAffairs. These files contain the originals of the agreements signed at\nYalta and sent by the White House to the Department of State in\nFebruary 1946.\n6. UNA Files-The files of the Bureau (Office) of the United\nNations Affairs (now the Bureau of International Organization\nAffairs).\n7. EE Files-The files of the Office (Division) of Eastern European\nAffairs.\n8. EUR Files-The files of the Bureau (Office) of European Affairs.\n9. Moscow Embassy Files-The older files of the American Embassy\nat Moscow, which are now in the Department of State.\n10. EAC Files-The files of the European Advisory Commission,\nnow in the Department of State.\n11. FEC Files-The files of the Far Eastern Commission, now in\nthe Department of State.\nB. OUTSIDE THE DEPARTMENT OF STATE\n1. White House Files-From these files there was obtained a copy\nof the booklet containing the Log of the President's trip to Malta and\nYalta.\n2. J. C. S. Files-The files of the Joint Chiefs of Staff. These files\nprovided not only Joint Chiefs of Staff material but also Combined\nChiefs of Staff documentation. The approval of the British Chiefs of\nStaff, along with that of the United States Joint Chiefs of Staff, was\nobtained for the declassification of Combined Chiefs of Staff docu-\nmentation.\n3. Defense Files-The files of the War and Navy Departments.\nThe files of the Secretaries and Assistant Secretaries of War and Navy\nand other relevant files were surveyed for documents pertinent to the\ninternational discussions at both conferences.\n4. Roosevelt Papers-The papers of President Roosevelt in the\nFranklin D. Roosevelt Library at Hyde Park, New York. The\nRoosevelt Papers were found to contain very little unique material"
