Memorandum for: MARSHAL SHULMAN
Department of State
This will confirm our telephone
conversation of earlier today. I would
appreciate copies by return messenger of
the Secretary's memorandum to the President
dated March 18 and Assistant Secretary
Hickerson's earlier memorandum to the
Secretary.
I am enclosing a copy of the draft
message on immigration and escapees in the
form in which it is now awaiting the
President's action in Key West. Portions
of this draft were forwarded to you yesterday.
If in light of the language of this
latest draft the Department of State desires
to modify or change in any way the position
incorporated in the Secretary's memorandum
to the President, I would appreciate being
informed in writing at once. If the Depart-
ment does not desire to make any change in
that position, please advise me by telephone.
