MEMORANDUM FOR ROGER W. JONES
Attached is a draft of a proposed message to
Congress calling for a special new immigration program
and aids to iron curtain refugees.
We would appreciate comments on the Bureau's
behalf, by close of business today. We would like to
have substitute language if possible, where you con-
sider that changes should be made.
