Whereas there exists a problem of overpopulation in certain
laj.
Western European countries as a result of World War II
and events growing out of that conflict ; and
Whereas such overpopulation serves as a serious obstacle to the
restoration of economic, social, and political stability in Free
Europe; and

Whereas the agents of the Kremlin are taking every advantage
of this situation to foment unrest, distrust, and despair among
large segments of the people of Western Europe; and
Whereas large numbers of refugees from behind the iron curtain
have escaped to Western Europe, and constitute a potenti-
ality of valuable citizenry in the free world; and
or
Whereas there exist unlimited possibilities for deterring and
dona
weakening Soviet power in vast areas now under its domi-
nation by the encouragement of disaffectors and escapees;
