Dear Dick:
In reply to your request for this Department's position
on the March 20 draft of the Presidential message on
immigration and aid to refugees, as well as our position
on the memorandum from Assistant Secretary of State
Hickerson, we are pleased to inform you that we have no
changes to suggest in the message, and that we concur
with Mr. Hickerson's recommendation No. 2 to the effect
that the proposals for the training and education of
refugees be deleted from the message. It appears, how-
ever, that the March 20 draft has already incorporated
the previous suggestion to that effect made by us.
