Dear Bob:
I have given some thought to the question of the relation-
ship your activities overseas should bear to the coming session of COCOM.
I feel that it would be desirable for you to attend as many of the meet-
ings as possible. On the other hand, in view of the other and, in some
ways, more important objectives of your trip over there, I think you
would probably agree that it would not constitute the best use of your
time for you to be tied down in Paris throughout the period of the nego-
tiations.
I have finally come to the conclusion that the best way to
meet this situation is for you to be a member of the delegation under
Harold Linder so that you may attend the meetings when you are in Paris
and be available to him for consultation there. At the same time, it
seems to me you should not take on any continuing jobs connected with
the sessions, such as subcommittee assignments, which would tie you down.
I have discussed these thoughts with Harold Linder and he agreed.
It has not yet been decided whether OSR will have a representa-
tive on the delegation or whether they will just send an observer.
Ambassador Katz will make this decision.
I hope your investigations are going well and bearing fruit.
