Today we are engaged in total war.
Victory or defeat depends upon our armed forces,
- - - but they, - - in turn, are dependent upon
what we give them with which to fight.
They are risking their lives.
- They are en-
titled to the best that we can give them.
Their needs are determined by the Procurement
Officers of the Army and Navy. The Army and Navy
specify what war materials they want, and ask
business to produce them in accordance with the
Army and Navy specifications.
