Resolved, That a special committee of seven Senators,
2 to be appointed by the President of the Senate, is
3 authorized and directed to make a full and complete study
4 and investigation of the operation of the program for the
5 procurement and construction of supplies, materials, muni-
6 tions, vehicles, aircraft, vessels, plants, camps, and other
7 articles and facilities in connection with the national defense,
8 including (1) the types and terms of contracts awarded on
9
behalf of the United States; (2) the methods by which such
10 contracts are awarded and contractors selected; (3) the
