I. PROCEDURE FOR ALLOTING AND DISBURSING FUNDS UNDER
$400,000,000 ALLOTMENT MADE BY THE PUBLIC WORKS
ADMINISTRATION TO THE CIVIL WORKS ADMINISTRATION
State Civil Works Administration
1. ADMINISTRATION
Each State Civil Works Administration (hereinafter referred to as the
State Administration) is hereby authorized to incur such obligations and to dele-
gate such of its authority as it may deem necessary to carry out the Civil Works
program within the limits of the allotments made to such State Administration.
It will designate one or more local officials in each county who shall be charged
with the administration of authorized Civil Works projects in a designated area
(local political subdivision).
2. ALLOTMENTS.
The Federal Civil Works Administrator (hereinafter referred to as the
Administrator) will allot to each State Administration an amount of funds avail-
able for expenditure during a specified period. The State Administration will then
allot to each local Civil Works Administration the necessary funds to cover ex-
penditures for authorized Civil Works projects undertaken, or to be undertaken,
within the limits of the allotments made to it by the Administrator.
3. ESTIMATES OF CASH REQUIREMENTS.
Before the end of each month the State Administration will furnish to the
Administrator at Washington an estimate of its cash requirements for the succeed-
ing month, classified according to the designated political subdivisions referred
to in paragraph 1. A copy of this estimate shall be forwarded to the Special Dis-
bursing Agent of the Veterans Administration designated by the Federal Civil Works
Administrator as Special Disbursing Officer in the State for the Civil Works Ad-
ministration. Upon the basis of these estimates, requisitions for advances of
funds to special disbursing officers for the account of the State Administrations
will be prepared by the Administrator in Washington. Special disbursing officers
and assistant disbursing officers will not draw checks on the Treasurer of the
United States in excess of the estimated amounts. Supplemental estimates of addi-
tional cash requirements may be submitted by the State Administration to the Ad-
ministrator at Washington.
4. CERTIFICATION OF PAYROLLS AND VOUCHERS.
SERVICE'
The State Administration will dosignate one or more local officials in
each political subdivision where Civil Works projocts are undertaken who will cer-
tify as to the correctness of all payrolls and vouchers. No special disbursing
