Investigation conducted by Doctor Williams
Q. What is your name?
A. Kenneth L. Fouts.
Q. You are secretary of the local relief and re-employment committee?
A. Yes.
Q. You heard the questioning of Walls?
A. Yes.
Q. Did Mr. Boyer replace Mr. Walls when Walls was discharged?
A. Not immediately, it was the last of the week.
Q. Did he take the job that Mr. Walls had?
A. Yes.
Q. Did you have a veteran on your files who was a truck driver and who
had a 1 1/2 ton truck?
A. Yes.
Q, Do you know why the veteran was not given preferance when Boyer was
employed?
A. The object of the committee was to give employment to the men with
the largest number of dependents.
Q. That was December 22?
A. December 22.
Q. Did you see any regulations before December 22 stating that veterans
qualified and with dependents were to be given preference on CWA and
PWA work?
A. We did have communications stating four classes were to be given
preference - veterans with most dependents were to be given preference
but said nothing about ex-service men given preference.

Q. What do you understand that preference means?

A. My intrepretation was that the preference came from the size of the
family.
