As required by section 7 (4) of the act of Congress approved
de
March 24, 1934, entitled "An act to provide for the complete independence
of the Philippine Islands, to provide for the adoption of a constitution
and a form of government for the Philippine Islands, and for othor pur-
poses," I transmit herovith, for the information of the Congress, the
seventh and final roport of the United States High Commissioner to the
Philippine Islands covering the period from Septembor I) 1945 to July
4, 1946.
I recommend that this report be printed as a Congressional
docurient.
