IMMEDIATE RELEASE
DECEMBER 22, 1945
The Presiden today awarded the Legion of merit to four Army
and five Navy officers who were on duty in the Map Room at the White
House during the war. The citations for the officers praised their
"exceptionally meritorious conduct in the performance of outstanding
services", and stated that their "fulfillment of exacting responsibilities
contributed materially to the successful prosecution of the war."
The names of these officers, most of whom are now on terminal
leave pending their return to inactive duty, and their home addresses

In describing the services for which these officers were honored,
the citations outlined the work each had done in the Map Room. The group
maintained maps on which were posted the locations of Allied and enemy air,
ground and naval forces; they prepared charts outlining current and future
military operations; they compiled daily reports on the progress of the
war for the President, his Chief of Staff and his military and naval aides;
and they operated special communications systems set up for the personal
use of the President in communicating with the Heads of foreign govern-
ments. The citations also noted that one or more of the Map Room Officers
accompanied President Roosevelt and President Truman to each of the major
international war conferences.
The President also awarded the tegion of merit to Lieutenant
Commander William M. Rigdon, U.S.N., Administrative Assistant and Secretary
to the Naval Aide to the President, whose home address is Statesboro,
Georgia. Lieutenant Commander Rigdon, according to the citation signed
by the President, "rendered invaluable assistance in the planning and
preparation" for Tresident Roosevelt 's participation in the two Quebec
Conferences, the Conferences at Cairo, Teheran, and Yalta and for President
Truman's participation in the Berlin Conference. Lieutenant Commander
Rigdon acted as the President 's personal secretary at most of these inter -
Allied meetings.
