Extreme care must therefore be exercised to avoid premature publication. NARA CHARLES G. ROSS Secretary to the President TO THE SENATE OF THE UNITED STATES: With a view to receiving the advice and consent of the Senate to ratification, I transmit herewith the consular convention between the United States of America and the Republic of the Philippines, signed at Manila on March 14, 1947. I also transmit for the information of the Senate the report by the Secretary of State with respect to the convention. HARRY S. TRUMAN THE WHITE HOUSE, June 4, 1947.
