My dear Mr. Latta:
The Congress has enacted H. R. 2125, "To amend the Canal Zone Code. "
Under existing provisions of paragraph (a) of section 93 of title 2
of the Canal Zone Code any employee serving thereunder who shall have
attained the age of fifty-five and rendered at least twenty-five years
of service, of which not less than fifteen years shall have been rendered
on the Isthmus of Panama, may voluntarily retire on an immediate annuity
having a value equal to the present worth of a deferred annuity beginning
at the age of sixty-two. The bill under consideration would add a provi-
sion stipulating that the annuity of an employee retiring thereunder with
at least thirty years of service shall have a value equal to the present
worth of a deferred annuity beginning at the age of sixty. This provision
will bring the Canal Zone voluntary retirement privileges in line with
the same privileges under the Civil Service retirement law.
A facsimile of the enrolled enactment has been referred to the
War Departmer and the Civil Service Commission, and their replies,
recommending approval of the bill, are attached.
I recommend that the bill be approved.
