FEB 25 1946 My dear Mr. Latta: The Congress has enacted S. 50, "To permit settlement of accounts of deceased officers and enlisted men of the Army, Navy, Marine Corps, and Coast Guard, and of deceased commis- sioned officers of the Public Health Service, without adminis- tration of estates." Existing law puts a limit of $1,000 on the amounts which accounting officers of the Government may pay, out of funds or money held for the credit or account of deceased officers and enlisted personnel of the Army, Navy, Marine Corps, and Coast Guard and of commissioned officers of the Public Health Service, to the surviving beneficiaries or heirs of such officers and personnel, where no demand is presented by a duly appointed legal representative of the deceased's estate. The enrolled enactment removes this $1,000 limitation, thus permitting the payment of the entire amounts due to the estate of such deceased officers and enlisted personnel. The removal of the limitation will permit surviving beneficiaries or heirs to receive the sums to which they are entitled without the necessity of having to resort to the expense and delay of securing letters of administration, and will enable the Govern ment to make prompt and expeditious settlement of these accounts. Facsimiles of the enrolled enactment have been referred to the War, Navy, and Treasury Departments, the Federal Security Agency, and the Comptroller General, and their replies, either recommending approval of the bill or interposing no objection to its approval, are attached.
