1946 ) LIBRAPD EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON, D.C. MAR 151946 My dear Mr. Latta: The Congress has enacted H.R. 1613, "For the relief of Christopher Dance. It is the purpose of the bill to pay the sum of $50 to Christopher Dance of Westfield, New Jersey, in settlement of his claim against the United States by reason of damage to his car when it was struck by an Army vehicle on April 1, 1943, in Roselle, New Jersey. It appears that on the date in question, an enlisted man of the Army took an Army car from a military reservation without permission and operated it on a personal mission; and that while driving the vehicle through one of the streets in Roselle, New Jersey, he crashed into the front end of a car owned by the claimant which was parked at the curb near a street intersection. As a result of the accident, the claimant sustained a laceration of his forehead and a broken tooth, and his car was damaged to the extent of $310, of which amount $260 has been paid to the claimant by an insurance carrier. The payment of $50 proposed by the bill is for the purpose of making the claimant whole since the policy carried by him contained a $50 deductible clause. The driver of the Government vehicle was tried before a court martial and was sentenced to be confined at hard labor for a period of six months and to forfeit $32 per month for a like period. A facsimile of the enrolled enactment has been referred to the War Department, and its reply, interposing no objection to the approval of the bill, is attached. The Congress has enacted and the President has approved a number of bills providing relief by reason of property damage or personal injuries sustained in the operation of Government vehicles on personal missions.
