My dear Mr. Latta:
On May 15, 1946, you advised this office that H. R. 5890,
"Making appropriations to supply deficiencies in certain appropri-
ations for the fiscal year ending June 30, 1946, and for prior
fiscal years, to provide supplemental appropriations for the
fiscal year ending June 30, 1946, and for other purposes," had
been received at the White House and requested reports and recom-
mendations as to the approval of the bill.
The bill appropriates an amount of $61,600,107.02, which is
$9,598,588 less than Budget estimates submitted by the President
to the Congress for the purposes set forth in the measure. There
is transmitted herewith a memorandum setting forth the principal
items of difference between the Budget estimates submitted to the
Congress and the appropriations contained in the bill.
The Bureau of the Budget has informally contacted the depart-
ments and agencies concerned, and each of them recommends that the
bill be approved.
I recommend that the bill be approved.
