My dear Mr. Latta:
The Congress has enacted H. R. 4016, "For the relief of Dorothy
Morgan.
It is the purpose of the bill to pay the sum of $136.99 to Dorothy
Morgan for the loss of time from work and personal injury, pain, and suf-
fering sustained by her in an accident which occurred on December 12, 1942,
when a truck owned by the National Advisory Committee for Aeronautics
collided with an automobile in which Dorothy Morgan was a passenger.
It appears that on December 12, 1942, a truck owned by the National
Advisory Committee for Aeronautics, operated by an employee of that agency,
was proceeding east on the west-gate road in Langley Field, Virginia; that,
at the same time, the claimant, as passenger in a civilian automobile,
was proceeding west on the same road; that both vehicles were traveling
at an estimated speed of 20 miles per hour; that the driver of the Govern-
ment truck applied his brakes to avoid overtaking a preceding car; and
that the Government truck skidded upon the wet pavement and struck the
civilian automobile coming from the opposite direction.
As a result of the accident, Dorothy Morgan sustained bruises of
the left side of her head, left ear, and left ribs, and sprained neck and
left shoulder. She incurred a loss of $12.25 from being absent from her
work and $24.74 in doctor's bill, X-rays, medicine, and transportation to
the doctor's office, in addition to an award of $100 for pain and suffering.
A facsimile of the enrolled enactment has been referred to the National
Advisory Committee for Aeronautics, and its reply, interposing no objection
to the approval of the bill, is attached.
I am authorized by the Director of the Bureau of the Budget to recom--
mend that the bill be approved.
