R. 4545, "For the relief of George Leslie Dobson." The purpose of this legislation is to pay the sum of $1650 to Dr. George Leslie Dobson of Honolulu, Hawaii, as compensation for damage to property owned by him, caused from artillery gunfire of the United States Army carried on in premises adjacent to his property. It appears that on August 6, and again on August 7, 1943, units of the 145th Field Artillery Battalion, 27th Infantry Division, United States Army, installed emergency gun positions on premises adjoining the home of Dr. George Leslie Dobson in the vicinity of Kahawai and Lowrey Avenues, Honolulu, Hawaii, and engaged in a field artillery demonstration with high explosive ammunition. The concussion from this firing caused damage to various buildings in the vicinity, includ- ing the home of the claimant. The War Department, when the bill was pending in the Congress, ex- pressed the view that $1,000 would be adequate to cover the cost of repairing the damage to Dr. Dobson's home. A subcommittee of the House Claims Committee, however, which conducted an on-the-premise investigation of this claim while in Honolulu, concluded that the sum of $1,650, proposed for payment by the bill, more adequately represents the fair cost of repairing the damage to the claimant's premises. A facsimile of the enrolled enactment has been referred to the War Department, and its reply, interposing no objection to the approval of the bill, is attached.
