MEMORANDUM FOR THE FILES OF THE RECORD CLERK:
Re H.R. 3420, a bill "To provide for refunds
to railroad employees in certain cases, so
as to place the various States on an equal
basis, under the Railroad Unemployment In-
surance Act, with respect to contributions
of employees".
This bill, which was received at the White House on
July twenty-second, was presented to the President with the
usual reports and recommendations attached on July thirty-
first. It came back out from the President's office later
in the day, the President having signed the veto message.
The veto message was delivered to the House at the usual
time August first.
Shortly after its delivery, Speaker Rayburn called
Mr. Connelly regarding a conversation he and Senator Barkley
had had with the President regarding this bill, and after
Mr. Connelly spoke to the President, Mr. Connelly notified
the Speaker that the bill was to be returned to this office.
The Parliamentarian of the House called me, and after a dis-
cussion of the mechanics for the return of the bill and the
message appertaining thereto, the attached message asking
for their return was signed by the President and sent to
the House about 3:30 p.m. The bill and the accompanying
message were returned to the President the same evening in
accordance with the attached order of the House of Repre-
sentatives.
The bill was approved by the President on the morning
of August second.
