The Canadian Embassy DCM, Mathieu, came in to see me today to
talk about Lebanon, the Iranian situation, and the disposition of
the Shakaa case.
Rather plaintively, he said that-the Prime Minister and his govern-
ment were a little unhappy and uncomfortable that Canada did not seem to
be consulted as closely by the U.S. about the Iranian situation as had
been the case with the EC-9 and other European NATO partners. Trudeau,
as opposition leader, was having a field day accusing the Clark govern-
ment of being less than cooperative in support of the U.S. position in
Iran, and this impression of a less than cooperative Canadian stance had
been reinforced by Reston's newspaper columns.
Mathieu said that he had wished that Hodding Carter could mention
Canada by name when talking about the heßp that U.S. allies had given.
It sounded to many Canadians that only the Europeans were doing things.
Considering what the Canadians have done in Tehran, I think that
we ought to try to meet these concerns voiced 'by Mathieu.
