ASSESSMENT OF U.S. POLICY IN THE IRANIAN CRISIS
I. Objective
-- To obtain the safe, early release of the hostages
without sacrificing US national principles or moral
standards.
In adopting this objective we have implicitly set
aside other important interests in the crisis which may or
may not be damaged by the resolution of the crisis.
Specifically, focusing exclusive attention on the release
of the hostages may mean:
-- That moderate forces in Iran may be beaten
down by the extremists;
-- Iranian unity may be fragmented and autonomous
regions may become separate states;
-- Exceptional opportunities may be created for
the exercise of Soviet influence over the prevailing
chaotic conditions;
-- The conditions of minorities and other
vulnerable groups may become more precarious and
not subject to external influence;
-- Instability in Iran may spread beyond its
borders to the Persian Gulf states and other Muslim
countries subject to the pressures of fanatical groups;
-- The world economy could be severely disrupted
by interruptions in the flow of oil and the continuing
disarray in financial markets.
