Re 2 n 13 June 1961 Memorandum No. 1 HARRATIVE OF THE ANTI-CASTRO CUBAN OPERATION ZAPATA I. Development of the Concept and Plan 1. Although the Cuban situation had been the subject of cerious study in the Speci Group*, Central Intelligence Agency and other Covernment agencies since 1958, this study takes as its point of departure the basic policy paper, "A Program of Covert Action Against the Castro Regime, approved by the President on 17 March 1960. (See ANIJEX 1) This document, developed by the Central Intelligence Agency and indorsed by the Special Group, provided a pro- gran divided into four parts to tring about the replacement or the Castro regime by covert means: a. The creation of a responsible and unified Cuban opposition to the Castro regime located outside of Cubc. b. The development of means for mass comsunication to the Cuban people as a part of a poverful propeganda offensive. r. The creation and development 01° a covert intelligence end action organization within Cuba which vould be responsive to the orders and directions of the exile opposition. d. The development of a parziilitary force outside of Cuba for future guerrilla action. . 2. The Special Group, sonetimes called the 5412 Committee, consists of a Deputy Under Secretary of State, Deputy Secretary of Defense, Director, Central Intelligence and the Special Assistant to the Tresident for National Security Affairs, and meets veekly to consider covert operations conducted by the CIA under the authority of INSC 5412/2.
