Please Refer to\nMay 15, 1964\nLEE HARVKY OSWALD\nFile No.\nEXPEDIENTE RELACION OSVALDO CON CONCHESO EN\nLEE HARVKY OSWALD\nARCHIVO MARIN HERRERA ENTREGADO HOY HERMANOS SIANESES.\nINTERNAL SECURITY - a - CUBA\nHe interpreted thim as follows:\nRe: Dr. Herminio Portell-Vila\nIt will be recalled that Dr. Rerminio portell-Vila,\nFile of relations of Oswald with Concheso (Cuban\n4740 Connecticut Avenue, N.W., Washington, D.C., was inter-\nEmbassy in Moscow) from files of Marin Herrera (Ministry\nwhich vieved appeared in the December 22, 1963, issue of the im Spanish\non Tebruary 17, 1964, concerning one of his articles\nof Foreign Relations, Havana), handed today to the Castro\nbrothers.\nlanguage weekly magazine \"Bohemia Libre\", publimhed\nNew Kennedy's strange Aasamsination. Portell-Vila explained\nYork City. The article was entitled \"President\nNe pointed out that there may have also been a\npreposition or two contained in it, but that the above was\nits contents as far as he could remember. It was pointed\npapers and magasines, and foreign language newspapers and\nat obtained from public source material such as American news-\nthat time that the material for the above article was\nout to him that there did not appear to be any mention of\nthe Cuban Ambassadors to Russia as his initial information\nwould indicate. He then said that the names of the two\npublications\nambassadora were included after \"Concheso\" in the message.\nAs will be recalled, portell-Vila was . former\nOne ambassador was designated by the word Oliva, as he\nrecalled. He could not recall how the name of the other\nProfessor of mistory at the University of Havana who from came\nto the United States in 1960 as a political refugee the\nambassador was designated.\nCastro Regime.\nDr. Portell-Vila then said that his interpretation\nof\nOn May 13, 1964, Dr. Portell-Vila advised that he\nthe message is based on the prearranged meaning of certain\nwords in the message. According to him, \"MARIN HERRERA\"\nreceived a nessage from an unknown source within Cuba\nwas a reference to the Ministry of Foreign Affairs in Havana,\nhad indicated in part that the files pertaining to Lee\nwhich Oswald's relations in Moscow, Ruasia, with two Cuban\nbecause the building in which the ministry is located was\nbuilt some 45 or 50 years ago by Mr. Marin Herrera.
