MINORITY REPORT ON THE LONGORIA
I deeply regret the necessity of filing a minczaty report in the
matter pertaining to alleged discrimination in the hendling of the
body of Felix Longoria, I respect the ability and intagrity of each
member of the investigating committee. Sincere men may in the
interpretation of evidence and their subsequent conclusions. I, the1
foro, could not conour in their majority roport without violating bot
my sonse of justice and my intellectual honesty.
The duty of this committee was to establish the accuracy or in-
accuracy of conflicting reports alloging that discrimination had been
shown in tho handling of Felix Longoria's funeral arrangements. Mr.
Kennedy, the ownor of the funeral home at Throo Rivors was the only
person who had the opportunity to discriminate, and I shall concern
myself solely with his words and actions in rolation to allegod dis-
crimination betwoon January 8, 1949, through January 11, 1949. The
pertinont facts are briofly those:
On tho 8th of January, 1949, Mrs. Boatrice Longoria triod to
avail herself of the uso of the funoral homo chapel for hor husband's
funeral. In the tostimony sho stated that Mr. Konnedy said, "He
couldn't do it bocauso the white would objoct to it." Mr. Konnedy
stated in the testimony that ho discouraged the use of the chapel be-
cause he foarod troublo botwoon mombors of the Longoria family and
that his discouragement hed nothing to do with the recial origin of
the doccased. Ho donicd tolling Longoria that "white poople
might objoct. Thore is ovidenco in the rocord that the fathor and
brother of the decoasod woro arrostod for fighting with a man in 1947.
Mr. Konnedy had hoard of this troublo and stated that such trouble and
fear of futuro trouble wero the solo roasons for his discouragemont
of the uso of tho chapel.
Mrs. Longoria left Throe Rivors on January 8, apparently satis-
fiod to hold the funcral sorvices in her homo as suggostod by Mr.
Kennody. She proceedod to Corpus Christi and on January 10, contact-
od through her sister, Dr. Hoctor P. Garcia, Prosidont of the Amori-
can GI Forum, an organization consisting primerily of Latin Amorican
Vetorans. She told Dr. Garoia of the facts and said that sho dosired
the use of the chapol. Dr. Garcia phoned Mr. Kennody and so request-
od it on behalf of Mrs. Longoriu. Mr. Konnedy repliod that he could
not do it because "Tho whites wouldn't liko it." Dr. Garcia then
