MEMO FOR MR. McNAMARA
Mr. Nitze's thoughts expressed to you
in the attached memorandum have been injected
into the JCS studies being transmitted to the
President and in the memorandum of trans-
mittal; therefore, I think you can simply note
this and thank Mr. Nitze for his work.
The attached JCSM 349-60 is the
"check list" which both he and I recommend
you review.
