MEMORANDUM FOR COLONEL KENNEDY

SUBJECT:
U.S. - -FRG Hotline
The hotline between Washington and Bonn uses a commercial circuit
leased by the FRG from the Federal Ministry of Defense in Bonn to
the German Military Representative in Washington. The German
Military Representative installation is the "switch point" con-
necting secure lines from the Pentagon with the FRG-circuit. German
made cryptographic equipment is used at both ends and security
is assured by use of special cryptographic material.
To send a message from Washington, the White House notifies the
Pentagon to activate the circuit. Once the circuit is established,
there is no "human" intervention until it reaches Bonn. The U.S.
side assumed that similar arrangements, i.e. a patch from the FRG-
MOD to the Chancellor's office, was established to ensure similar
privacy on the distant end.
Attached is the memo of understanding between the U.S. and the FRG.
