TO:
Minister Egon Bahr, Bonn, Germany
FROM: Henry A. Kissinger
1. In regard to your message of July 5, there was of course no
intention to cause any embarrassment on your side. We had used what
we assumed, to be a direct line to the Chancellor, both on June 24 and on
July 3, because we felt there was need for speed. Our assumption was
that, as is the case here, a political message of this sort is seen solely
by communicators and the addressee, and I am sorry that you did not
alert me to the existence of a potential problem in the use of the direct
channel after the President's message of June 24. We would of course
have used the special channel between the two of us for the July 3 message
had we known there was a problem.
2. I am sorry that you will not be able to come over. As he told
the Chancellor, the President does very much want to pursue as soon as
possible discussions with the Federal Republic and we will of course be
delighted to meet with any representative the Chancellor designates. I
will await further word from you.
