Laos
Operation LAM SON 719.
reported. Combat activity remained light with only two minor contacts
--- In the last action of LAM SON 719, a 150 man ARVN
reconnaissance team was helilifted to a cold landing
zone in Laos about 12 miles south by southeast from
Khe Sanh. Seven hours later, the raiding force was
extracted after having destroyed 10 tons of food,
16 houses, and 2 bunkers. There were no friendly
casualties or aircraft damages. Fifteen enemy soldiers
were killed by supporting air strikes.
-- The redeployment of South Vietnamese forces from the
LAM SON area continues with four infantry battalions
and miscellaneous support units remaining in the
Khe Sanh area. There are currently about 9,000 U.S.
troops within a 10-mile radius at Khe Sanh.
Intelligence. Enemy combat strength in the LAM SON area now
totals some 30,000 personnel including 57 battalions most
of which are located in Laos.
-- The 2nd North Vietnamese Division will probably have
primary responsibility for the security of Tchepone
if and when the other divisions return to their normal
operating areas.
-- There have been isolated late afternoon and nighttime
showers and thunderstorms in the Tchepone area.

MEMORANDUM FOR:
THE PRESIDENT
FROM:
HENRY A. KISSINGER
SUBJECT:
ARVN Operations
General Abrams has sent his personal appraisal of the
progress of Operations Lam Son 719 and Toan Thang during
the past week. Highlights of the report include:
Operation Lam Son 719:
-- Enemy activity decreased during the week,
probably as a result of losses suffered in the
previous week's attacks on ARVN positions north
of Route 9.
-- The ARVN move into Tchepone and the subse-
quent search and clear operations near the town
were marked by a high order of professionalism
throughout and produced splendid results.
-- Six of the ten regiments the enemy has com-
mitted against Lam Son 719 have received signifi-
cant casualties from Allied air, artillery and
ground operations. The enemy has also lost an
estimated one-sixth of his rear service force
in the area.
-- Approximately one-half of the enemy's heavier
AAA weapons have been destroyed; however, the
SAM threat in the area has increased with the
deployment of SAM firing units to the northwest
of the DMZ.
-- Over 70 tanks have been destroyed, leaving
an estimated 40 to 45 enemy tanks in the area.
A map of the Lam Son area of operations may be found at

Operation Toan Thang:
-- Following a period of rest for reorganization,
replacement and reequipping, ARVN forces have
begun seeking out the enemy in the Dambe-Chup
area.
-- ARVN operations in the Kampong Trach and
Snuol areas continue without significant results.
-- While the enemy has suffered significant per-
sonnel losses, there have been no major logisti-
cal areas uncovered by ARVN and the enemy's
supporting structure remains intact.
-- General Minh has adjusted the command structure
of the operation to suit his own style, preferring
to work through his division commanders, rather
than retain personal control over the task forces.

Operation LAM SON 719.
Combat activity has generally increased. ARVN is presently
concentrating on carrying out an orderly evacuation to
Khe Sanh of the westernmost elements of the 1st ARVN Division
(including those from Fire Support Base Lolo).
- ARVN forces continue to secure two landing
zones about 4 miles southeast of evacuated
FSB Lolo.
- Since March 13, ARVN units have been in sporadic
heavy contact with large enemy forces east of
FSB Lolo. During the last four days these units
have taken losses of 66 KIA and 192 WIA. Enemy
forces in the area reportedly lost 1,100 KIA
during this period and 270 individual weapons.
- Part of Route 914 is being effectively inter-
dicted by ARVN units.
- - Sensor devices showed no evidence of vehicle
movements on March 15 and 16 along that part of
Route 914 affected by ARVN ground opeations.
-- Vietnamese Marines discovered bodies of 36 enemy
soldiers killed by airstrikes.
Cambodia
Operation TOAN THANG 01/71:
--- ARVN units moving into the Chup Plantation engaged
an estimated enemy battalion. Results have not
yet been reported.

Combat activity remained light except for enemy shelling.
of Khe Sanh and the ARVN base "Lolo."
-- The ARVN have evacuated Lolo and moved 31/2 miles
southeast to the high ground.
-- In search operations in three different areas,
ARVN elements found enemy base areas which
had suffered heavy losses from air attacks.
In one base area over 200 bunkers, 350 oil
drums, and 30 tons of rice were destroyed.
- ARVN forces near Tchepone are now beginning
to move southeast along Route 914, searching
for installations and bases.
-- There are indications that the North Vietnamese
are moving to counter this threat. All four NVA
divisional headquarters committed in the Lam
Son area are now south of Route 9.
--- There are also indications that North Vietnamese
traffic in the Lam Son area is now very largely
blocked. However, there is more traffic volume
on Route 23 west of the operation.

Operation Lam Son 719.
--- ARVN reported no significant results as a conse-
quence of the search operations, which engendered
a moderate level of combat activity.
-- Eight damaged 105-mm howitzers abandoned by ARVN
at a fire support base were destroyed by U.S. tactical
air.
- - Air operations were hampered by adverse weather
conditions including fog.
- The Communists seem to be repositioning their forces
for some kind of counterattack to drive the South Viet-
namese back from the critical Route 914 complex south
of Tchepone, but just where they will strike is not
yet clear. One North Vietnamese regiment has shifted
west to the area north of Tchepone, elements of two
others seem to be bolstering enemy defenses along the
roads south of Tchepone and another regiment may be
moving from southern North Vietnam to join the enemy
concentration north of Route 9 between Tchepone and
the South Vietnam border. A large volume of supplies
is still moving over various portions of the Ho Chi

MEMORANDUM FOR:
THE PRESIDENT
FROM.
HENRY A. KISSINGER
SUBJECT
Southeast Asian Operational
Status
Laos
Operation LAM SON 719.
- Adverse weather conditions, particularly fog at
Khe Sanh, prevented helicopter and C-130 operations.
Tactical air support continued. Repairs on the
Khe Sanh runway are not completed. However, elements
of the 1st ARVN Regiment have reported on results
of a B-52 strike southeast of Tchepone which killed
391 enemy and destroyed an assortment of weapons
and ammunition, including 100 rounds of 122-mm
rockets.
-- ARVN continued to search for enemy caches. There
were six enemy attacks by fire on ARVN forces and
positions.
- The Communists continue to build up their forces
south of Ban Dong in eastern Laos. The Commu-
nists also evidently want to step up action against
allied rear areas to the east in South Vietnam's
Quang Tri Province. Vehicle traffic in the Lao
panhandle so far this week is running at the
highest level of the current dry season.
-- Three enemy tanks were destroyed and two damaged
by ARVN artillery fire six miles east of Tchepone
on Route 9. Another five tanks were attacked by
air with results unreported.
Cambodia
Operation TOAN THANG 01/71:
-- No significant operations were reported. Enemy
response to ARVN task force movement was light.
DECLASSIFIED
Three U.S. air crew members were killed when a

SUBJECT:
Southeast Asian Operational
Status
Laos
Operation LAM SON 719:
It was a relatively quiet period in the operation.
-- There was an increase in enemy indirect fire on
ARVN bases and supply lines, but no direct
attacks.
-- ARVN units continued to find evidence of substan-
tial enemy equipment and personnel losses resulting
from air strikes. For example, one unit found a
cache of 2,000 122-mm rockets destroyed in a
B-52 strike.
-- A battalion of the 20th ARVN Infantry Division has
reported establishing a command post in the town
of Tchepone.
-- There are continuing indications of an enemy
build-up around the junction of Routes 9 and
92 at Ban Dong, but no evidence of immediate
readiness to strike. In the meantime, artillery
and air strikes continue to destroy enemy tanks. ARVN
claims a total of 93 tanks have been destroyed,
of which U.S. sources confirm 45 as destroyed by us.
Cambodia
Operation TOAN THANG 01/71:
The level of activity 'in this operation remained low at the
beginning of the period, but increased somewhat during the
period with three communist attacks by fire against ARVN

Operation LAM SON 719.
Enemy activity during the reporting period was generally
moderate except for some heavy contacts north of Route 9.
Planned westward extension of ARVN forces continues.
- The buildup at Landing Zone Lolo, southeast of
Tchepone, has been completed, farther west, Landing
Zone Liz has been occupied by an ARVN battalion.
- An ARVN armored force yesterday inflicted losses
on the enemy of 383 KIA and 14 tanks destroyed.
-- After a five day lull, sensors indicate that
enemy truck traffic has returned to the level
observed during the February 1-24 period through-
out much of the Laotian Panhandle, however,
sensors also indicate that the current traffic
flow is behind the pace set last dry season and
that the enemy is far from reaching his supply
objectives.
- - Cumulative KIA now stand at 74 U.S., 353 ARVN and
384 enemy.
Cambodia
Operation TOAN THANG 01/71:
- The level of activity was light during this period.
- - ARVN operations in the Dambe area have succeeded in
eliminating over 1,000 enemy troops.

Southeast Asian Operational

Operation LAM SON 719
-- ARVN reports no major combat activity during the
reporting period. Sizable caches of equipment and
materiel are being located and destroyed.
-- Medical evacuation of 123 wounded, including one
U.S. helicopter crew chief, was completed from
the 21st and 39th Ranger Battalion location. Enemy
attacks are continuing on the approximately 400
ARVN soldiers remaining at this location.
-- The North Vietnamese seem to be shifting some of
their surface-to-air missiles into the extreme
southern part of the country. This could bring
the missiles within range to attack allied aircraft
near the Demilitarized Zone and possibly in the
far northern part of the Lam Son 719 operational
area.
-- Cumulative casualties for the operation are 2,058
enemy KIA, and 53 ARVN KIA. (The ARVN casualties
do not reflect those incurred by the 39th ARVN
Ranger Battalion.)
Cambodia
Operation Toan Thang:
-- ARVN Task Force elements are moving toward Chhlong.
No enemy contact has been reported in the area.

February 18, 1971
MEMORANDUM FOR:
THE PRESIDENT
FROM:
HENRY A. KISSINGER
SUBJECT:
Southeast Asian Operational
Status
Military Situation
Laos/Operation Lam Son 719:
ARVN units experienced only sporadic enemy contact while they
continued to search for enemy installations, interdict LOC's,
and deploy additional units forward.
-- The poor weather experienced on February 17 improved
considerably today, permitting helicopters to under-
take some effective tactical and logistical operations.
-- Two infantry units completed helicopter assault
operations which had previously been delayed because
of weather and enemy activity.
-- Helicopter gunships operating forward of friendly
units cut three POL pipelines (6-8 inch diameter)
approximately seven miles east of Tchepone. Two
of the cuts resulted in fires and the other left
fuel draining on the ground.
-- Enemy harassment in northern South Vietnam subsided,
with only limited contact reported.
--- KIA's during the period totalled no U.S.; nine ARVN;
and 134 enemy.
Cambodia/Operation Toan Thang 01/71:
Enemy activity has increased in the vicinity of the Chup
rubber plantation.

-- In two separate engagements northeast and southeast
of the plantation, ARVN units sustained 3 KIA while
killing 116 enemy.
-- Five enemy were also taken prisoner, and have been
tentatively identified as members of the 7th NVA
and 9th VC Divisions.
The continued presence of large enemy units in this area has
led to a change in ARVN plans.
-- Originally, ARVN forces were scheduled to sweep
northward away from the plantation. But the ARVN
task forces now plan to reverse their field tomorrow
morning and to close once more on the Chup plantation.
Political/Diplomatic
Japan/Indonesia/Malaysia
The Indonesians have announced that Japan, Indonesia and
Malaysia will submit separate but concerted appeals to the
Geneva Conference co-chairmen -- the UK and the USSR -- and
to the International Control Commission to take immediate
steps for a peaceful settlement on Laos. The Japanese are
urging that the appeals be issued tomorrow.

Laos/Operation LAMSON 719: The ARVN continued to achieve its
scheduled objectives during the period, while inflicting some
substantial personnel and materiel losses on the enemy.
-- An ARVN Ranger battalion north of Route 9 suffered
only one KIA while killing 43 of the enemy and cap-
turing two 37-mm anti-aircraft guns, 15 other weapons,

enemy depot south of Route 9 and killed 28 enemy
without sustaining any casualties. So far, they
have uncovered 14 crew-served weapons and about
16,000 pounds of food and clothing. The search
continues.
--- Somewhat to the east of this depot, ARVN 1st Division
troops also captured three new Russian trucks.
- - KIA during the period totaled one ARVN, no US, and
88 enemy. Cumulative KIA now stand at 45 ARVN, 19
US, and 448 enemy.

-- There were no aircraft losses during the period. Air
cavalry elements report that the intensity of enemy
anti-aircraft fire has diminished during the past two
days. Cumulative helicopter losses remain at 15 US
and two South Vietnamese.
-- There were no major enemy units noted moving during
the period, and no new signs of a major enemy counter-
attack in the immediate future, however, individual
sightings of enemy personnel are becoming more numerous.
Cambodia/Operation Toan Thang 01/71: The ARVN continued sweep
operations in the vicinity of the Chup rubber plantation on
schedule, with little enemy resistance reported.
-- Cumulative KIA now total 114 ARVN and 745 enemy.
Diplomatic/Political
Communist China. The Chinese Communists have termed the ARVN
operation in Laos a threat to China.
-- This is a clear escalation of Chinese rhetoric on the
war, the "threat" formulation was carefully avoided
during the Cambodian incursion last spring and has
been absent from Chinese propaganda for several years.
-- Statements of Chinese assistance to Hanoi, however,
are still couched in terms of rear base support.
-- There is nothing in Peking's public or private com-
ments to suggest that the Chinese intend to intervene
militarily because of the current ARVN operation in
South Laos.

FROM:

SUBJECT
Southeast Asia Operations
Operation Lam Son: The main body of the ARVN force has pro-
gressed along Route 9 as planned and is reported to be within
11 1/2 miles of Tchepone. ARVN troops are meeting only scat-
tered resistance, although one ARVN unit reported a sharp
engagement during which 13 of the enemy were killed. ARVN
losses were 4 killed and six wounded. Search operations con-
tinue to produce sizable quantities of materiel. One unit
discovered a small cache of tools, POL and weapons, another
found a complex of 80 buildings containing about three tons
of supplies.
Casualties now stand at 18 Americans killed, 91 wounded and
4 missing. The ARVN have had 44 killed and enemy losses are
360. There were no aircraft losses reported during this period.
Fifteen helicopters have been lost to date. The VNAF has lost
two.
Operation Toun Thang. Only one significant engagement was
reported as the ARVN units in Cambodia move toward their as-
signed objectives. An ARVN battalion and an armored cavalry
troop killed 28 and captured two of the enemy during a three
hour contact and seized a small quantity of weapons. Two
South Vietnamese were killed and 14 others wounded. Two other
smaller contacts reported 21 of the enemy killed with only
light ARVN casualties. Cumulative casualties stand at 108
ARVN troops and 737 of the enemy killed.

no noteworthy developments. However, communications intelli-

the Chup Plantation were withdrawing. Although unsubstantiated,
