TOP SECRET/SENSITI 16 February 1971 Subject: Operation LAMSON 719 1. General: This report covers the period 150800-152200 GMT (151600-160600 Saigon time, 150300-151700 EST) February 1971. The information herein is based on available combat reports and will be revised upon receipt of more complete information. 2. Summary of Current Operations: a. General Situation: US and RVNAF forces are reporting no major actions, RVNAF forces in Laos continue to locate sizeable stores of material and equipment. b. Significant Combat Actions Reported: (1) At point 1, elements of US Task Force 4/3 In- fantry engaged 24 enemy, killing 15, and seizing four individual weapons and two radios. (2) At point 2, a US Army CH - 47 helicopter was hit by fire and exploded in mid-air. Five US personnel were killed and one is missing. (3) At point 3, elements of the 8th ARVN Airborne Battalion made contact with an enemy force. Twelve ARVN soldiers were wounded. Enemy losses are unknown. Later, in the same area, elements of the 17th ARVN Armored Cavalry Squadron seized two Russian trucks and destroyed six tons of rice. (4) At point 4, the 2d Battalion, 1st ARVN Infantry Regiment discovered the bodies of 43 enemy soldiers believed to have been killed by air. In the same area, 45 bags of rice were discovered. (5) At point 5, the 1st ARVN Infantry Regiment re- ceived 80 rounds of 82-mm mortar fire followed by a ground attack, resulting in two ARVN soldiers killed and eight wounded. Three enemy soldiers were killed and two individual weapons seized. (6) Other actions in the LAMSON 719 area and northern South Vietnam resulted in four friendly soldiers killed (two US) and 17 friendly soldiers wounded (three US). Enemy losses were 11 killed. General Situation: Position of RVNAF task force elements are shown at attachment 1. Sweep operations in the Chup Plantation area continue to produce scattered contacts. One major action was reported near Snuol. b. Significant Combat Actions Reported: (1) At point 1, elements of the 1st ARVN Armored Cavalry Squadron and 4th Battalion, 8th ARVN Infantry Regiment en route to reinforce another ARVN unit made contact with an enemy force, killing 17 and seizing two individual weapons. ARVN casualties were one killed and six wounded. (2) At point 2, updated information of an enemy attack on the 1st Battalion, 7th ARVN Infantry Regiment previously reported in NMCC MFR, same subject, dated 151500 EST February 1971, indicates that the action lasted approximately 23 hours and resulted. in 203 enemy soldiers killed. General: This report covers the period 152200-160800 GMT (160600-161600 Saigon time, 151700-160300 EST) February 1971. The information herein is based on available combat reports and will be revised upon receipt of more complete information. 2. Summary of Current Operations: a. General Situation: US and RVNAF forces are reporting no major actions. RVNAF forces in Laos continue to locate stores of enemy materiel and equipment. b. Significant Combat Actions Reported: (1) At Point 1, an element of the 39th Ranger Battalion engaged an enemy force. Two ARVN rangers were wounded and five enemy soldiers were killed. (2) At Point 2, the Reconnaissance Company, 1st Infantry Division found an enemy facility including eight bunkers which were destroyed. Seized in the area were 27 indivi- dual weapons, two trucks, one 37-mm antiaircraft gun, and 1 ton of assorted 82-mm mortar and small-arms ammunition. (3) At Point 3, the 2d Battalion, 3d Infantry Regiment engaged an enemy force killing six enemy soldiers and seizing one individual weapon and one antitank grenade. (4) Other actions in the LAMSON 719 area resulted in five friendly soldiers killed (oné US) and 17 friendly soldiers wounded (three US). Enemy losses were seven killed. C. Progress of Friendly Forces in Achreving Objectives: (1) All planned objectives were accomplished during the reporting period. (2) US engineers are continuing efforts to upgrade Highway 9 east of the Laotian border. Reconstruction of the old landing strip at Kho Sanh is 25 percent complete. The assault strip is operational with C-130 aircraft delivering ground handling equipment in prepar- ation for volume traffic to begin on. 17 February. General: This report covers the period 152200-160800 GMT (160600-161600 Saigon time, 151700-160300 EST) February 1971. The information herein is based on available combat reports and will be revised upon receipt of more complete information. 2. Summary of Current Operations: a. General Situation: Position of RVNAF task force ele- ments are shown at Attachment 1. There was no significant change in task force locations or composition during the reporting period. b. Significant Combat Actions Reported: (1) At Point 1 on 15 February, the 52d ARVN Ranger Battalion discovered a cache containing 8, 2 tons of polished rice. The rice was destroyed in plače. There was no contact with the enemy. (2) At Point 2, the 15th ARVN Armored Cavalry Squad- ron and the 30th Ranger Battalion in a night defensive position received small-arms and antitank grenade fire. Friendly units returned fire. The Commanding Officer, 30th Ranger Battalion was killed and two ARVN soldiers were wounded. Approximately 14 hours later at 160120 EST, the same two units engaged an enemy force. Thirty- three enemy soldiers were killed and eight (six indi- vidual, two crew-served) weapons were seized. Five ARVN soldiers were killed and 10 wounded in this en- counter. (3) In addition to the significant combat activities described above, two other enemy contacts were reported which resulted in three enemy soldiers killed, while ARVN casualties were. 10 soldiers wounded. Significant Combat Actions Reported: (1) At Point 1, elements of US Task Force 4/3 Infantry engaged the enemy on two occasions, killing eight and seizing four individual weapons and one radio. Two US soldiers were wounded. (2) At Point 2, US air cavalry elements attacked and destroyed two trucks. Six 55-gal. POL drums were observed burning in the area. In addition, 18 sec- ondary explosions were observed. (3) At Point 3, a US Army UH - 1H helicopter on final approach to a landing zone was hit by an in- coming mortar round and crashed, destroying the air- craft. Casualties were three US and one ARVN wounded, all of whom were extracted. (4) At Paint 4, an enemy attack by fire on the 3d ARVN Airborne Battalion resulted in six ARVN soldiers killed, three wounded, and one bulldozer destroyed. KISSINGER HK SUBJECT: General Abrams' Report on Laos Operation We asked General Abrams for his assessment to get a feel for how the operation was going and what difficulties there might be. General Abrams has given us a detailed reply (Tab A). The specific items on which we asked Abrams¹ views and a summary of his reply follows. 1. Comparison of actual ARVN troop movements and time phasing with the original plan. Execution has been more deliberate than envisioned because: a) General Lam is insuring adequate flank security for establishing fire support bases b) Roads in Laos were in worse condition than expected c) General Lam was assuring protection of his lines of communica- tion against contingencies of bad weather and enemy interdiction. 2. Any changes in objectives. Time phasing has been extended for reasons noted above and President Thieu has directed additional effort on Routes intersecting Route 9 to destroy enemy supplies in these areas. The principal objective remains the disruption of base area 604 and cutting of the enemy line of communication. The ARVN control of Route 92 achieved this objective in part. 3. ARVN performance to date. General Abrams considers it very good and professional. 4. Intensity and effect of enemy resistance. It has been continuous and about as expected. Early contact with two enemy regiments, however, led to General Lam's decision to bolster his flank security. Five enemy regiments are in the area and one more could reinforce in 48 hours. Route 92 is already blocked; routes through and west of Tchepone will be blocked in about eight to ten days. 6. The enemy supply situation and effect on enemy strategy. Supply reserves south of Tchepone are limited. Occupation of Tchepone will disrupt the entire logistical structure. LOCs farther west are sub- ject to interdiction. 7. Effects of enemy anti-aircraft on U.S. helo operations. Losses have been less than anticipated given the total number of sorties flown. 8. Effects of weather. Operations were slowed by bad weather for the first two days. Since then the weather has been good. Increasing cloudiness may have some effect on helo operations over the next few days. General Abrams also notes: - - Primary objective remains to cut and disrupt the trail system. Exploitation of enemy caches is secondary. -- The operation will continue as planned butat a slower pace than visualized because of the need for flank security. Our support is fully avail- able for continued ARVN movement. -- The operation has gone well despite the delays caused by weather and bad road conditions. General Abrams believes that the operation will move west at the earliest possible time and is satisfied with the way it is going. Neither Secretary Rogers nor Secretary Laird is aware that we asked General Abrams for these views. It is important that we maintain the security of this exchange particularly as concerns Secretary Laird in order to protect General Abrams. TOP SECRET/SPECAT/EXCLUSIVELY EYES ONLY TEXT OF MESSAGE FROM GEN. ABRAMS 1. (TS) Reference requested my personal appraisal of progress to date of Lamson 719 and forecast for the immediate future. 2. (TS) A comparison of the actual ARVN troop movements and time phasing with those originally planned reveals that the execution to date has been somewhat more deliberate than originally envisioned. Three reasons appear paramount: First, General Lam considered it prudent to insure adequate flank security including establishment of fire support bases along Highway 9. Second, the roads on the Laotian side of the border were in far worse condition than expected with many erosion cuts twenty feet deep. Third, General Lam is determined to secure his lines of com- munication of the ground against the contingencies of prolonged bad weathe r and enemy interdiction. 3. (TS) There have been modifications to the plan from that presented in Washington. Phase II of Lamson 719 (assault by RVNAF along Route 9) was originally estimated as being of approximately 3 days duration. The time phasing has been extended for reasons outlined herein: to achieve maximum destruction of the enemy system, President Thieu has also directed that additional battalions be deployed along Route Segments 1032B and 92C with the mission of destroying all supplies in these areas. Even so, the objective of the operation remains to achieve maximum disruption of the enemy system within base area 604. A prime purpose of the operation was to sever the enemy LOC, and by cutting and controlling Route 92, this has to a certain degree been accomplished, as evidenced by the equipment and supplies already uncovered. 4. (TS) I would assess the ARVN performance to date as a very good and professional one. Their kill ratio is on the order of ten to one and the number of captured or destroyed items is beginning to rise significantly. Details have been provided in operational summaries. 5. (TS) Contact with the enemy has been continuous, characterized by numerous company-size and smaller ground attacks. Although enemy reaction to date has generally followed the assessment made in the planning phase, the early contact with the 64th and 88th regiments had not been anticipated by Gen. Enemy forces within the AO now number five enemy regiments with one additional regiment capable of reinforcing within forty-eight hours. 6. (TS) As for an estimate as to when the ARVN will establish a blocking position across the main enemy supply lines, although an important segment has already been blocked at Route 92, I anticipate that the block on the routes through and west of Tchepone will not be in place for another 8 to 10 days. 7. (TS) The enemy currently has limited supply reserves south of the objective area which will allow continuation of protracted warfare at an ever decreasing rate, occupation of the Tchpone area and interdiction of the LOC's therein will serve to disrupt his entire logistical structure, The only early alternative to continuation of a viable logistic plan will be to establish his main LOC farther to the west where his supply movements become increasingly vulnerable to interdiction. 8. (TS) The relatively high AAA threat in the AO resulted in certain heli- copter losses. However, these losses have been less than anticipated con- sidering the total helicopter sorties flown to date. The Air Cav and Tacair effort is targetted on a concentrated AAA suppression campaign and is achieving good results. 9. (TS) Weather had some adverse effect on operations during the first two days of Lamson 719 resulting in cancellations of combat assaults. Since 10 February, however, the weather has generally been favorable for both aid and ground operations and has had minimal impact on RVNAF activities. As for the future, we expect an increase in cloudiness in Khe Sanh and the area west of the border starting tomorrow and continuing for the next four to five days. This should allow heliborne operations from approximately 1100H to 1900H daily. Obviously, any further deterioration of weather will hamper heliborne operations and may reduce road trafficability. 10. (TS) The primary objective of the operation remains to cut and disrupt, to the extent possible, the trail system. Although General Lam does not intend to ignore enemy caches and will search for and capture or destroy enemy supplies in the area as they are uncovered, this remains secondary to the objective of blocking the major trail system. Lam is planning on continuing the movement of his armor west along Rte. 9 but it is going to be slower than originally planned because of the difficulty in moving off of the route with flank security. The deeper heliborne thrusts will be resumed when the ARVN leaders are convinced that their flanks, rear and LOC are secure and that their forward supply posture is adequate. Our support of this operation is proceeding at full availability of resources to expedite this development. 12. (TS) On balance, the operation has gone well to date. Some delay has been caused by a combination of factors: weather restrictions on heli- copters lift initially, the poor condition on Route 9 between RVN/Laotian border and the road juction of 9 and 92 requiring major engineer effort, and a somewhat more deliberate approach to the attack by ARVN than was visualized in our initial concept. We leaned toward expeditious but prudent attainment of final objective areas prior to commencing search and spoil operations; however, it is difficult to argue the Thieu/Lam point that it is prudent to secure and develop the primary line of communication for supply line assurance in the event of sustained bad weather or enemy intervention. In my discussions with Gen. Vien yesterday, I pointed out that we should move on to the west at the earliest time that Gen. Lam felt satisfied he could do so and I am confident that this will be done. In my visit to Quang Tri on the 12th, I was satisfied with what I saw. That opinion has not changed as a result of the meeting I had with Gen. Vien. South Vietnamese forces continue to skirmish with the enemy as they move deeper into Communist- controlled areas of eastern Cambodia, but no major fighting has been reported during the past twenty-four hours. At a banquet in honor of a visiting North Vietnamese economic delegation, Vice-Premier Li Hsien-Nien stuck to the now standard Chinese line of concern about US intentions and expressions of undefined support for the Indochinese nations' fight. 15. The same day the Chinese issued a new govern- ment statement pledging to take "all effective measures" to aid their Indochinese allies. This contained similar references to rear-base support for North Vietnam. It referred to the Laos operation in terms of a "menace to China" and warned that the Chinese "will not remain indifferent to it." 16. The suggestion that the allied operations pose a threat to China itself is clear escalation of Chinese rhetoric regarding the war.
