21 February 1971
Subject: Operation LAMSON 719
1. (U) General: This report covers the period 200800-
202200 GMT (201600-210600 Saigon time, 200300-201700 EST)
February 1971. The information herein is based on available
combat reports and will be revised upon receipt of more com-
plete information.
2. (TS) Summary of Current Operations:
a. General Situation: RVNAF forces report that heavy
action involving the 39th ARVN Ranger Battalion has sub-
sided with heavy casualties on both sides (Point 1. below).
Two battalions of the 1st Infantry Division in the
southern portion of the area of operations reported
significant actions (Points 5 and 6 below). Supply
stockage in forward support areas (FSA) continues to im-
prove.
b. Significant Combat Actions Reported:
(1) At Point 1, the heavy fighting at the position
of the 39th Ranger Battalion has subsided. In a tele-
phonic report from MACV at 210100 EST enemy casualties
were estimated by a USAF forward air controller and three
US aerial observers to be 639 enemy soldiers killed and
over 500 weapons observed on the ground. Reports of
friendly losses remain vague; however, it has been re-
ported that 200 members of the battalion had successfully
infiltrated to the position of the 21st Ranger Battalion
nearby. Fifty of the 200 were wounded. No figures on
the original strength of the battalion have been reported.
Unconfirmed estimates would indicate that from 300 to 400
Rangers may have been in the battle. Update reports on
casualties are anticipated. A chronology of the final
actions at the 39th Ranger Battalion's position is as
follows:
TIME
ACTION
(a) 201150 Saigon time - US FAC and AOs report
enemy casualties on the
ground around position.
(b) 201710 Saigon time - Communications lost with
39th Ranger Battalion.

according to previous
infiltration plan.
(f) 202145 Saigon time - 200 members of 39th
Ranger Battalion (50 WIA)
arrive at position of
21st Ranger Battalion.
(2) At Point 2, a US convoy was ambushed by an
enemy squad. One US soldier was killed, two were
wounded, and six vehicles were heavily damaged. One
enemy soldier was killed and two individual weapons
seized.
(3) At Point 3, the ARVN 3d Airborne Battalion was
struck by 30 to 50 rounds of 120-mm mortar fire. Five
ARVN soldiers were killed and two wounded.
(4) At Point 4, the ARVN 2d Battalion, 1st Infantry
Regiment destroyed one enemy truck and 3 tons of 37-mm
AAA ammunition with no friendly losses reported.
(5) At Point 5, the ARVN 1st Battalion, 1st Infantry
Regiment engaged an enemy force killing 15 and seizing
three individual weapons. Six ARVN soldiers were killed
and 23 wounded.
(6) At Point 6, the ARVN 3d Battalion, 1st Infantry
Regiment killed 20 enemy soldiers and seized seven AK-47
rifles. Three ARVN soldiers were wounded.
c. Progress of Friendly Forces in Achieving Objectives:
(1) RVNAF forces in Laos continued reconnaissance and
search operations. Heavy losses for both friendly and
enemy forces have resulted from the heavy enemy attack
on the position of the 39th Ranger Battalion. Evaluation
of the action awaiting reporting of more definitive re-
sults. Results in southern portion of area of operations
(1st and 3d ARVN Regiments) indicate good progress.

REACTIONS TO SPECIAL ALLIED OPERATIONS
(Information as of 1400)
1. The Communists are maintaining pressure against
South Vietnamese forces in the mountains northeast of
Tchepone. The heavy action began during the night of
18-19 February when several hundred North Vietnamese
troops assaulted a South Vietnamese Ranger position.
2. There is still no complete and authoritative
report on South Vietnamese or enemy casualties in the
action. A preliminary field report lists 17 South
Vietnamese dead and 45 wounded; but it appears likely
that the final count of losses on both sides will be
substantially more.
3. Stiffening North Vietnamese resistance has
been anticipated for some time in the mountainous
terrain where the battle took place--north of Route 9
between Tchepone and the South Vietnam border. The
Communists have reinforced this area with several
regiments from North Vietnam recently, evidently
to present a strong challenge to the right flank
of the South Vietnamese drive into Laos. The North
Vietnamese now have available in this general area
nearly the equivalent of two regular infantry
divisions; it may be that more intensive action is
only beginning

MEMORANDUM FOR:
GENERAL HAIG
FROM:
JON HOWE M
SUBJECT:
Distribution of Lam Son 719 Reports
As we discussed yesterday, Admiral Anderson has requested to see
the MFRs from NMCC which report twice daily on operations in Laos
and Cambodia. You indicated that there was no need to provide these
to him. However, before gently informing his aide of this decision,
I wanted to be sure that this was still your decision since, knowing
the personalities involved, this matter will probably be escalated
to a higher level (if there is one!).

Attached for your information is the distribution NMCC uses for
their report. It seems to me we have three alternatives:
he?
Tell him the information is being closely held
and that if we were to make an exception of him there
would be others who are less reliable to whom we
would have to provide information.
Provide him with a sanitized MFR, although
at this point there is not too much of special sensitivity
in the MFR.
Provide him with the MFRs with the under-
standing that this is being done on an "Eyes Only¹⁺ basis.
