Subject: Operation LAMSON 719
1. Genera1: This report covers the period 172200-180800
GMT (180600-181600 Saigon time, 171700-180300 EST) February
1971. The information herein is based on available combat
reports and will be revised upon receipt of more complete
information.
2. Summary of Current Operations:
a. General Situation: US and RVNAP forces are reporting
no major actions. RVNAF forces in Laos continue to locate
stores of enemy materiel and equipment. Operations are
characterized by search operations in the vicinity of pre-
sent positions and improvement of area security.
b. Significant Combat Actions Reported:
(I) At Point 1, a US Army UH-1 helicopter was downed
by enemy ground fire. At the close of the reporting
period four persons were extracted with recovery opera-
tions still in progress for the crew chief.
(2) At Point 2, US Army helicopter gunships of the
2/17 Air Cavalry Squadron located and cut two 6 to 8-
inch POL pipelines leaving one burning and the other with
fuel draining on the ground. Approximately I hour later
and 1/2 mile to the south, another section of pipeline
was observed and engaged. This pipeline was severed
and set afire.
(3) At Point 3, US Army air cavalry elements engaged
and destroyed one 2 1/2-ton POL tanker and killed five
enemy soldiers.
(4) At Point 4, an ARVN airborne infantry battalion
engaged an enemy force killing eight enemy soldiers
and seizing two individual weapons and one 110 volt
generator (NFI). There were no ARVN casualties.
(5) At: Point 5, an ARVN airborne infantry battalion
engaged the enemy killing 38 enemy soldiers. In addi-
tion, one person was detained and 150 grenades and
seven individual weapons were seized. One ARVN soldier
was killed and 14 were wounded in the action.

(6) At Point 6, a US Army AH- 1G helicopter received
ground fire, caught fire and crashed. The two crew-
members were wounded.
(7) At Point 7, US Army air cavalry helicopter gun-
ships engaged and destroyed eight 2 1/2-ton POL tankers.
(8) At Point 8, an element of an ARVN infantry bat-
talion, while searching, engaged an enemy force. Five
enemy soldiers were killed and two individual weapons
were seized. Two ARVN soldiers were killed in the
action.
(9) Other actions in the LAMSON 719 area resulted in
two ARVN soldiers killed and four ARVN soldiers wounded.
C. Progress of Friendly Forces in Achieving Objectives:
(1) RVNAF forces in Laos continued reconnaissance
and search operations. Improved weather permitted an
increase in air operations for the reporting period.
(2) The 4th Battalion, 3d Infantry Regiment completed
a move by air from FSB HOTEL to Landing Zone GRASS I
without incident.
(3) One company from TF 3/187 completed a combat
assault into Landing Zone VIC. No enemy contact was
reported.
(4) Seven C-130 aircraft sorties landed at Khe Sanh
during the period.
(5) US Army air cavalry units were successful in
locating and cutting at least two POL pipelines.
(6) US Engineers continue work on Highway 9 east
of the RVN/Laos border and at Khe Sanh. ARVN Engineers
continue work on Highway 9 west of the border and the
helicopter resupply pad south and east of the Route 9/
Laos border intersection.
2. Remarks:
a. The total number of RVNAF troops in Laos is 10, 479.
b. The total of friendly battalions in Laos by type is:

Subject: Operation TOAN THANG 01/71 NB
1. General: This report covers the period 172200-180800
GMT (180600-181600 Saigon time, 171700-180300 EST) February
1971. The information herein is based on available combat
reports and will be revised upon receipt of more complete
information.
2. Summary of Current Operations:
a. General Situation: Positions of RVNAF task force
elements are shown at attachment 1. There was no signifi-
cant change in task force locations or composition during
the reporting period. Two major actions occurred in the
vicinity of the Chup Plantation during the period.
b. Significant Combat Actions Reported:
(1) At Point 1, Task Force 9 Headquarters in Snuol
received five rounds of 82-mm mortar fire on 16 February.
Countermortar fire was placed on suspected enemy mortar
positions with unknown results. Twenty-four ARVN sol-
diers were wounded.
(2) At Point 2, the 31st Ranger Battalion in a night
defensive position received an indirect fire and ground
attack on 17 February. Supported by helicopter gunships
and VNAF AC-47 aircraft, the friendly force killed 56
enemy soldiers. The one soldier detained was identified
as a member of the 5th Regiment, 7th NVA Division. Two
individual weapons, one antiaircraft gun, one antitank
rocket and an unknown amount of ammunition were seized.
One ARVN soldier was killed and 21 were wounded.
(3) At Point 3, the night defensive position of the
2d Battalion, 43d ARVN Infantry Regiment received a
ground attack on 17 February. The friendly force was
supported by artillery and VNAF AC-47 aircraft. Sixty
enemy soldiers were killed. Four enemy detainees were
identified as members of the 271st VC Regiment. The
following items were seized:

10 Bangalore torpedoes
5 Claymore mines
2 Heavy machineguns
2 Antitank rocket launchers

Subject: Operation LAMSON 719
1. General: This report covers the period 170800-172200
GMT (171600-180600 Saigon time, 170300-171700 EST February
1971. The information herein is based on available combat
reports and will be revised upon receipt of more complete
information.
2. Summary of Current Operations:
a. General Situation: US and RVNAF forces report
limited combat activity. No major stores of enemy
materiel and equipment were located during the reporting
period.
b. Significant Combat Actions Reported:
(1) At Point 1, elements of the 4th Battalion, 1st
ARVN Infantry Regiment engaged an estimated enemy
platoon. Eight enemy soldiers were killed and five
individual weapons were seized. Friendly losses
were one ARVN soldier killed and one wounded.
(2) At Point 2, the position of the 2d Battalion,
3d ARVN Infantry Regiment was struck by an enemy
indirect fire attack. Number and type of rounds
are unknown. Three ARVN soldiers were killed and
eight wounded,
C. Progress of Friendly Forces in Achieving Objectives:
(1) RVNAF forces in Laos continued reconnaissance
and search operations. Unfavorable weather caused a
virtual halt in air operations for the reporting period.
There was no movement of supplies to Khe Sanh by air
on 17 February. Road movement priority has been
established for 105-mm and 155-mm artillery ammunition.
(2) US Engineers continue work on Highway 9 east
of the RVN/Laos Border and at Khe Sanh. ARVN Engineers
continue work on Highway 9 west of the border and the
helicopter resupply pad in Laos south of the Route 97
border intersection.
3. Remarks:
a. The total number of RVNAF troops in Laos is 10,289.
b. The total of friendly battalions in Laos by type is:
(1) Infantry (including airborne)

Subject: Operation LAMSON 719
1. General: This report covers the period 162200-170800
GMT (170600-171600 Saigon time, 161700-170300 EST) February
1971. The information herein is based on available combat
reports and will be revised upon receipt of more complete
information.
2. Summary of Current Operations:
a. General Situation: US and RVNAF forces are reporting
no major actions. RVNAF forces in Laos continue to locate
stores of enemy materiel and equipment. Operations are
characterized by search operations in the vicinity of pre-
sent positions and improvement of area security.
b. Significant Combat Actions Reported:
(1) At Point 1, Ranger elements engaged an enemy
force resulting in six Rangers killed and seven wounded.
Fifty enemy hand flares were seized; other enemy losses
are not known.
(2) At Point 2, elements of an ARVN airborne infantry
battalion and an armored cavalry squadron found a cache
which included two Russian-made trucks (NFI), three
machineguns (two 7,62-mm, one 12.7-mm), and one Russian-
built PT-76 amphibious tank, The condition of the
equipment is not known.
(3) At Point 3, elements of an ARVN airborne battalion
and an armored cavalry squadron engaged an enemy force.
Thirty-six enemy soldiers were killed, one person was
detained, and 600 pounds of TNT explosive, 16 individual
weapons, and one radio were seized. Four ARVN soldiers
were wounded in the action.
(4) At Point 4, an ARVN infantry battalion found a
cache which included:
500 batteries (NFI)
6 CHICOM radios
2 AN/GRC-9 radios (US)
1 radio test set
1 ton of electronic parts
In addition, 60 huts in the area were destroyed.

(5) At Point 5, an ARVN infantry battalion made con-
tact with an enemy force resulting in 15 enemy soldiers
killed and eight individual weapons, one machinegun tri-
pod, and 800 rounds of small-arms ammunition seized.
There were no ARVN casualties.
(6) At Point 6, the command post of the ARVN 3d In-
fantry Regiment was struck by 250 rounds of 82-mm mortar
fire followed by a ground attack. Eight enemy soldiers
were killed and 35 blocks of TNT explosive and one in-
dividual weapon were seized. Six ARVN soldiers were
wounded.
(7) At Point 7, an element of an ARVN infantry bat-
talion found six enemy bodies and seized 20 blocks of
TNT explosive, 12 antitank grenades, five handgrenades,
and one individual weapon. There was no contact with
an enemy force.
(8) Other actions in the LAMSON 719 area resulted in
one ARVN soldier killed and two ARVN soldiers wounded.
Enemy losses were two killed.
C. Progress of Friendly Forces in Achieving Objectives:
(1) All planned objectives were accomplished during
the reporting period, except for scheduled combat assaults
which were cancelled because of adverse weather.
(2) US engineers are continuing efforts to upgrađe
Highway 9 east of the Laotian border. Reconstruction
of the old landing strip at Khe Sanh is 35 percent com-
plete. The assault strip is operational for C-130
aircraft.
(3) A ground controlled approach (GCA) system has
been installed at the Khe Sanh airstrip, but the weather
there has been below GCA minimum conditions. The GCA
system is awaiting test flight under visual flight rule
(VFR) conditions before becoming operational.
(4) ARVN engineers continue work on the helicopter
logistics pad south of the Route 9 - Laotian border inter-
section.
3. Remarks:
a. The total number of RVNAF troops in Laos is 10,289.

reports and will be revised upon receipt of more complete in-
formation.
2. Summary of Current Operations:
a. General Situation: Position of RVNAF task force elements
are shown at attachment 1. There was no significant change
in task force locations or composition during the reporting
period. Combat activity remained at a low level.
b. Significant Combat Actions Reported: At Point 1,
elements of the 1st Battalion, 49th ARVN Infantry Regiment
engaged an enemy force on 16 February. Six enemy soldiers
were killed and two individual weapons and six hand grenades
were seized. One ARVN soldier was killed.
C. Progress of Friendly Forces in Achieving Objectives:
Friendly operations are proceeding according to schedule.
3. Remarks:
a. Elements of Task Force 3 are moving north to conduct
reconnaissance of B-52 strikes north of Dambe (Points 2 and
3, attachment 1). Three B-52s struck Point 3 at 162217 BST
and three struck Point 2 at 162340 EST.
b. There were no significant problems encountered during
the reporting period.
C. Statistical data for the operation are shown in the
attachments.

Subject: Operation LAMSON 719
1. (U) General: This report covers the period 220800-
222200 GMT (221600-230600 Saigon time, 220300-221700 EST)
February 1971. The information herein is based on available
combat reports and will be revised upon receipt of more
complete information.
2. (TS) Summary of Current Operations:
a. General Situation: RVNAF forces report no significant
activity in the vicinity of the ARVN 21st and 39th Ranger
Battalion area during this reporting period. Contacts with
enemy forces in the area around Route 9 increased during the
reporting period. In the southern portion of the area. of
operations, elements of the ARVN 3d Infantry Regiment have
succeeded in cutting Route 914. Elements of this regiment
are now blocking both Routes 92 and 914.
b. Significant Combat Actions Reported:
(1) At Point 1, the position of the ARVN 21st Ranger
Battalion was struck by fifteen 82-mm mortar rounds.
Two ARVN rångers were wounded.
(2) At: Point 2, the ARVN 2d Airborne Battalion engaged
an enemy force killing 10 enemy soldiers and seizing
three individual and three crew-served weapons. Two
ARVN soldiers were killed and 18 wounded.
(3) At Point 3, the command post of the ARVN 3d Air-
borne Brigade at Fire Support Base 31. was struck by 150
rounds of mixed 82/130-mm mortar fire. No casualties or
damages were reported.
(4) At Point 4, the ARVN 11th Airborne Battalion
engaged an enemy force. One ARVN soldier was killed and
14 wounded. No enemy casualties were reported.
(5) At Point S, an enemy force attacked the ARVN 11th
Armored Cavalry Squadron employing fifty 82-mm mortar
rounds. In the 1 1/2-hour action two ARVN soldiers were
killed, 13 wounded, and three armored personnel carriers
Were destroyed. No enemy casualties were reported.

(6) At Point 6, the ARVN 1st Airborne Battalion
engaged an enemy force killing 20 enemy soldiers. The
following items were seized:
215 hand grenades
40 antitank grenades
12 82-mm mortar rounds
2 individual weapons
assorted ammunition
Two ARVN soldiers were wounded.
(7) At Point 7, the ARVN 3d Battalion, 1st Infantry
Regiment engaged an enemy force killing nine enemy sol-
diers and seizing four AK-47 rifles, one light machine-
gun, and 7.5 tons of rice. The graves of 43 enemy sol-
diers were also found. One ARVN soldier was wounded.
C. Progress of Friendly Forces in Achieving Objectives:
(1) The US 1st Brigade, 5th Mechanized Division ele-
ments accomplished all preplanned objectives for the
period.
(2) RVNAF units accomplished all preplanned objectives
for the period except for link-up of armored cavalry
elements with elements of the 3d Airborne Brigade on
Route 92 north of Route 9. Four battalions of the 1st
and 3d ARVN Infantry Regiments continue to block Routes
92 and 914. Elements of the 3d Infantry Regiment arrived
on Route 914 at 200300 EST and are searching northwest
along the route.
(3) Engineer and logistics efforts in Khe Sanh con-
tinue according to plans.
3. (S) Remarks:
a. RVNAF troop strength in Laos for this operation is
10,104.
b. RVNAF battalions by type in Laos for this operation

Subject: Operation TOAN THANG 01/71 NB
1. (C) General: This report covers the period 220800-
222200 GMT (221600-230600 Saigon time: 220300-221700 EST)
February 1971. The information herein is based on available
combat reports and will be revised upon receipt of more complete
information.
2. (TS) Summary of Current Operations:
a. General Situation: Positions of RVNAF task force
elements are shown at Attachment 1. Task Force 5 continues
to move east to Chhlong and south along Route 75. Task Force
3 continues to move north along Route 75 to link-up with
Task Force 5. There were no significant actions reported in
this new area of operations. The more significant actions in
the remainder of the area of operations are as follows:
b. Significant Combat Actions Reported:
(1) At Point 1, the ARVN 4th Battalion, 8th Infantry
Regiment engaged an estimated enemy company killing 29 enemy
soldiers and seizing an unreported number of weapons. Nine
ARVN soldiers were killed.
(2) At Point 2, updated reports of ARVN casualties in
a mortar attack on Task Force 9 Headquarters reveals 11
ARVN soldiers killed vice three and 50 wounded vice 22.
(3) AT Point 3, the ARVN 36th Ranger Battalion and
the 3d Squadron, 15th Armored Cavalry Regiment from Task
Force 33 engaged an enemy force killing 11 enemy soldiers
and seizing one antitank grenade launcher. One ARVN sol-
dier was killed and five were wounded.
(4) At Point 4, the ARVN 4th Battalion, 43d Infantry
Regiment engaged an enemy force killing eight enemy sol-
diers and seizing one light machinegun and one AK-47 rifle.
There were no friendly casualties.
(5) At Point 5, Elements of the ARVN 2d Battalion, 43d
Infantry Regiment, supported by tanks, engaged an enemy
force killing 19 enemy soldiers and seizing two AK-47
rifles and one antitank grenade launcher with nine rounds.
There were no friendly casualties.

Subject: Operation LAMSON 719
1. (U) General: This report covers the period 222200-
230800 GMT (230600-231600 Saigon time; 221700-230300 EST)
February 1971. The information herein is based on available
combat reports and will be revised upon receipt of more
complete information.
2. (TS) Summary of Current Operations:
a. General Situation: RVNAF and US forces reported
limited combat activity during the period, consisting pri-
marily of enemy attacks by fire. Highest priority is being
given to the location and destruction of NVA heavy artillery
positions through the use of dedicated forward air controllers
and analysis of shelling reports.
b. Significant Combat Activity Reported:
(1) At Point 1, enemy forces fired two antitank
grenades at a US vehicle. US forces reacted with machine-gun
and tank fire. A search of the area disclosed four enemy
dead, two individual weapons, two antitank grenade launchers,
ten hand grenades, and four antitank grenades.
(2) At Point 2, the command post of the 3d ARVN Air-
borne Battalion received a combined mortar and sapper attack.
Three enemy soldiers wore killed and 15 hand grenades seized.
(3) Three*other attacks by fire against ARVN elements
were reported, resulting in five ARVN soldiers wounded and one
APC damaged.
C. Progress of Friendly Forces in Achieving Objectives:
(1) The US 1st Brigade, 5th Mechanized Division ele-
ments accomplished all preplanned objectives for the period.
(2) All RVNAF preplanned objectives for the period
were accomplished with the exception of completing movement of
the 2d Battalion, 3d ARVN Infantry Regiment into Fire Support
Base Delta 1, which was in progress at the end of the report-
ing period, and movement of the 2d VNMC Battalion from its
current position to field locations.
3. (S) Remarks:
a. RVNAF troop strength in Laos for this operation is
10,104.

Subject: Operation TOAN THANG 01/71 NB
1. (C) General: This report covers the period 222200-
230800 GMT (230600-231600 Saigon time; 221700-230300 EST)
February 1971. The information herein is based on available
combat reports and will be revised upon receipt of more complete
information.
2. (TS) Summary of Current Operations:
a. General Situation: Positions of RVNAF task force
elements are shown at Attachment 1. Task Force 3 engineer
elements are proceeding north toward link-up points with Task
Force S. No major actions have been reported in the area.
Two significant actions were reported in the remainder of the
TOAN THANG area of operation.
b. Significant Combat Actions Reported:
(1) At Point 1, in a day-long action, the 2d Battalion,
9th ARVN Infantry Regiment, supported by artillery and tactical
airstrikes, killed 59 enemy soldiers and seized seven weapons
(one. crew-served). ARVN casualties were one killed and nine
wounded.
(2) At Point 2, elements of the 74th Ranger Border
Defense Battalion engaged an enemy force. Results were nine
enemy killed and two individual weapons seized, with ARVN
casualties of five wounded.
C. Progress of Friendly Forces in Achieving Objectives:
All operations proceeding according to schedule.
3. (S) Remarks:
a, Results of Tactical Airstrikes:
1 structure destroyed.
6 caches destroyed.
b. RVNAF troop strength in Cambodia for this operation
is 17,448.

MOUNTAINS - Overcast, occasionally partly cloudy, ceiling
4000 feet, occasionally unlimited, visibility

2100Z and 0300Z, in valleys, broken stratus 500
to 1500 feet AGL and fog, visibility 1/2-2 miles.
OUTLOOK - Little change.
NORTHERN SOUTH VIETNAM - AREA 2:

1. A review of field reports indicate the following actions
were taken to cut or destroy enemy pipeline in Laos:
15 Feb - Air Cav continued efforts to destroy approximately
1,000 meters of exposed pipeline vic XC 504135.
17 Feb - At 180320Z vic XD 465425 and XD 466425, air
cav elements observed three 6 to 8" pipelines,
two lines severed. At 180430Z vic XD 471415
another pipeline was observed and severed.
19 Feb - At 190535Z air cav elements breached
the pipeline at XD 521320 and XD 510361 (Flames
25 ft in air)
19 Feb - Elements of 2d Bn, 1st Infantry (ARVN) removed
a 19 foot long section at XD 526335.
21 Feb - At 210800Z at XD 515349, the 2d Bn, 1st
Infantry (ARVN) destroyed 300 meters of pipeline.

WITH PRESIDENT THIEU AND GENERAL VIENCALL TIMES LOCAL). THE
MEETING WITH GENERAL VIEN WAS ABOUT 45 MINUTES AND WUTH
PRESIDENT THIEU ABOUT 90 MINUTES.
2. AT BOTH MEETINGS MY BRIEFING COVERED THE FOLLOWING:
A. THE ENEMY SITUATION IN LAM SON 719 AREA, CNCLUDING THE
NEW HEADQUARTERS FESVRIBED IN REFERENCE, AND ENEMY REENFORCE-
MENT CAPABILITY; THE ENEMY SITUATION IN THE PLAINE DDS JARRE AND
IN THE BOLOVENS; AND, FINALLY, THE ENEMY SITUATION IN THE CHUP AREA.
I CONCLUDED FROM THIS THAT THE ENEMY WAS DETERMINED TO STAND AND
FIGHT IN BOTH LAM SON 719 AND THE CHUP AREA. THERE WOULD BE
HEAVY FIGHTING.
B. I COVERED THE FIGURES ON TACAIR AND B-52 SORTIES IN SUP-
PORT OF THE PLAINE DES JARRE, LAM SON 719, AND CHUP. I POINTED
OUT THAT AT THIS TIME ALL B-52 SORTIES ARE ALLOCATED TO GENERAL LAM
FOR LAM SON 719. I HAVE RESERVED TO MYSELF AUTHORITY TO DIVERT
ANY GF THESE FOR AN EMERGENCY IN NORTHERN LAOS OR CHUP. I TOLD

3. PRESIDENT THIEU THEN DISCUSSED HIS VISIT TO I CORPS. HE HAD
TALKED WITH GENERAL LAM AND THE DIVISION COMMANDERS; THEY AREN
CONVINCED THAT THE QUALITY OF THEIR SOLDIERS IS SUPERIOR TO THOSE OF
THE ENEMY. THEY KNOW THAT THERE WILL BE MORE HEAVY FIGHTING AND
THAT THERE WILL BE MORE CASUALTIES. THEY ARE ALSO CONVINCED THAT
THEY MUST DO IT. THE PRESIDENT EXPRESSED CONFIDENCE IN GENERAL
LAM.
4. PRESIDENT THIEU THEN OUTLINED HIS VIEW-FIRST, THAT THE3D
REGIMENT, 1ST ARVN DIVISION SHOULD MOVE TO CUT THE ROADS
AROUND THE JUNCTIBN OF 914 AND 92 CHE HOPED THAT WOULD BEN
ACCOMPLISHED TODAY). NEXT, THE 1ST REGIMENT, 1ST ARVN DIVISION
SHOULD MO VD NORTH AND WEST ALONG THE HIGH GROUND BETWEEN ROUTES
9 AND 914. IN ABOUT 3 DAYS PHASE II SHOULD BE LAUNCHED, AIR-
ASSAULTING 2 AIRBORNE BRIGADES INNONE DAY AROUND SEPONE. HE
SAID IT WOULD TAKE HEAVY B-52, HEAVY TACAIR, AND A GREAT DEAL OF
HELICOPTER SUPPORT. HE FELT THAT ONCE THE AREA WAS CLEANEJ OUT
THEY WOULD WITHDRAW. HE FAVORS WITHDRAWING OVER ROUTE 922
THROUGH BASE AREA 611. HE FEELS THAT TPE COMMUNISTS HAVE BEEN
PREPARING FOR A BIG BATTLE IN MR 1 TO TAKE PLACE IN JUNE AFTER
AMERICAN STRSNGTH IS DOWN AND BEFORE ELECTIONS HERE. HE
REITERATED HIS CONCERNS: ENEMY ANTI-AIRCRAFT GUNS AND HEAVY
ARTILLERY; ACD US SUPPORT, TACAIR, B-52, AND HELICOPTERS.
5. IN RESPONSE TO HIS QUESTIONS I SUGGESTED THAT VN MARINES
WOULD PROBABLY HAVE TO BE MOVED INTO LAOS TO COVER THE REAR OF
THE AIRBORNE. GEN VIEN SUPPORTED THIS VIEW.
6. I WILL HAVE TO DO SOME WORK WITH GENERAL VIEN, GENERAL
SUTHERLAND, AND GENERAL LAM BEFORESCOMING DOWN HARD ON THIS
PLAN.

SUBJECT: Preliminary read out of Lam Son 719 SPECAT
has peen
As of early this morning, activity around the 39th ARVN ranger battalion
positions remained intense. According to pilots operating in the area,
the enemy is within 200 meters of the perimeter. However, other reports
indicate the enemy occupies portions of the perimeter trenches. U.S.
tactical air, flareships and artillery continue to support the rangers.
On several occasions the gunships were ordered to fire into the outpost
trenches. Unconfirmed reports indicate the 39th ARVN ranger battalion
will infiltrate in groups of two and three after darkness to the positions
of the 21st ranger battalion. No casualties figures were reported from
this area.
Five U.S. personnel were killed when a U.S. Army helicopter was downed
by enemy fire, 3 miles southwest of A Shau. The aircraft was attempting
to extract three U.S. team members.
A total of three helocopters were downed by hostile fire during the
reporting period in Lam Son 719.
Several mortar and rocket attacks were reported overnight.
One search operation uncovered four tons of 82 mm, B-40 and 12.7 mm ammo.
Casualties for the period are 1 U.S., 2 ARVN and 26 enemy killed.

Late information from the NMCC: The Da Nang Airfield is reported under
mortar and rocket fire. The attack began at 12:30 EST. No details on
the number of rounds or damage. NMCC also reports that the Qui Nhon
ammo dump is on fire again. No details at this time.

SUBJECT: LAO DELEGATION TO SAIGON.

1. AT OUR MEETING WITH PRESIDENT THIEU FEBRUARY 18, HE REFERRED
TO SOUVANNA PHOUMA'S DESIRE, ABOUT WHICH HE HAD INFORMED BERGER,
TO SEND A DELEGATION OF GENERALS TO SVN TO COORDINATE MILITARY
ACTIONS AND TO DISCUSS POSSIBILITY OF OBTAINING MILITARY EQUIP-
MENT AND SUPPLIES.
2. TWO DAYS AGO, HE SAID, SOUVANNA RENEWED THE REQUEST. THIEU
SAID SUCH A MEETING MIGHT BE USEFUL TO COORDINATE LAO GUERRILLA
ACTION WITH GVN OPERATIONS. HE HAD NOT RPT NOT ANSWERED IT YET AND
WAS THINKING OF PUTTING OFF A REPLY UNTIL AFTER CALLING BACK
THE GVN AMBASSADOR IN VIENTIANE NEXT WEEK. HE ADDED THAT
SOUVANNA FEARED COMMUNIST CHINESE INTERVENTION IN LAOS.
3. I ASKED IF SUCH A VISIT COULD BE KEPT SECRET. THIEU SAID AS
FAR AS SOUTH VIETNAM WAS CONCERNED THE ANSWER WAS YES. THE GROUP
COULD COME IN CIVILIAN CLOTHES TO BIEN HOA, PLEIKU, NHA TRANG,
OR OTHER BASE. ANY LEAK WAS MORE LIKELY TO BE IN VIENTIANE THAN
HERE. ON BALANCE HE THOUGHT IT MIGHT BE SAFER AND MORE SECURE IF
N
HE SENT SOMEONE TO VIENTIANE. I SAID AMBASSADOR SULLIVAN TOLD ME
IN WASHINGTON THAT HE THOUGHT A CAREFULLY ARRANGED VISIT TO
VIENTIANE COULD BE KEPT SECURE, SINCE THE MILITARY SIDE OF THE
AIRPORT COULD BE USED AND THE AIR FIELD WAS SOME DISTANCE FROM
THE CITY.
4. IF YOU HAVE ANY THOUGHTS IN THIS MATTER, PLEASE LET ME HAVE
THEM.
5. PLEASE REPEAT TO AMBASSADOR GODLEY.

1. FROM REFTELS, IT SEEMS PROBABLE THAT INITIATIVES for
MEETINGS OF GVN AND RLG OFFICERS ARISE FROM MILITARY QUARTERS
IN BOTH GOVERNMENTS, WITH POLITICAL AUTHORITIES BEING
COMMENDABLY CAUTIOUS.
2. OUR EXPERIENCE WOULD SUGGEST THAT GROUP OF LAO OFFICERS
VISITING VIET-NAM LIKELY TO BE less DISCREET THAN SINGLE
GVN OFFICER VISITING VIENTIANE. therefore, OUR PREFERENCE
WOULD BE for A SINGLE, COMPETENT GVN EMISSARY, APPROPRIATELY
S
INSTRUCTED RE SENSITIVITY AND DISCRETION, TO VISIT VIENTIANE
where GODLEY COULD ASSURE THAT SISOUK UNDERTAKES RESPONSIBILITY
FOR HIS SECURITY.
3. WE BELIEVE THIEU HAS AN OFFICER OF THIS QUALITY WHOM
HE HAS REGULARLY USED FOR SENSITIVE MISSIONS IN LAOS.
