Request for Asylum
The State Department has informed the Situation Room tonight
that a Greek national has jumped ship off of Newport, Rhode
Island where he was later picked up by a U.S. Coast Guard
cutter.
The Greek captain of the Greek flagship has requested return
of the seaman. However, both State and the Coast Guard are
in the process of taking the man to the Coast Guard station
at Newport for interrogation and subsequent disposition.
Art Downey, Hal Saunders and Les Janka are aware of the
incident.

Operation Lam Son 820: Today the South Vietnamese Army kicked off a major
division-size operation in NW Quang Tri Province up near the DMZ. This
operation, planned and executed by ARVN I Corps, is targetted against enemy
suspected logistical bases in the western portion of the province. The
strategic aim of the operation, as stated by LtG. Lam, Commanding General,
I Corps, is to preempt enemy buildup of logistic bases and AAA sites which
could be used to interdict future South Vietnamese cross border operations
similar to Lam Son 719.
The concept of the operation plans call for combat assault of battalion-
size elements from three task forces into landing zones (LZs) west of Fire
Support Bases (FSB) Ellito, Cates and Hope. With one infantry regiment
launching a ground attack on two axes north and west of FSB Fuller. Sub-
sequent operations envisage attacks to the west, culminating in the seizure
of other key positions. U.S. support will include artillery, strategic
and tactical air support, plus helicopter lift and helicopter gunships.
The planning calls for all participating forces to be inserted in their
areas of operation by Wednesday. General Lam envisions that the operation
will terminate not later than 25 September. (SPECAT)

U.S. Aircraft Retaliation: JRC reports that at 0205 EDT this morning an
RF-4C aircraft, accompanied by two escort F-4Ds, reported positive hostile
reaction by an enemy AAA site, some 20 miles nw of Dong Hoi, North Vietnam
in the Rte Package One area. The aircraft expended 4 CBUs and 3-M-36s in
suppressive reaction. The pilots report 100% coverage of the area, but no
positive BDA is yet known. (JRC)

Indochina Military: In SVN a Regional Force company repulsed an attack
and killed 25 enemy soldiers north of Phan Thiet. Elsewhere in the country,
ground combat activity was at a low level. Two US Army helicopter gun-
ships on a visual reconnaissance mission over the southern DMZ received
small-arms and automatic weapons fire from about 17 sampans moving south-
west in the Ben Hai River. The gunships killed 100 enemy soldiers and
destroyed two sampans. There were no US casualties.
In Cambodia there were scattered attacks by fire, but activity was
generally light. In one clash southwest of Pursat City, 11 enemy soldiers
were killed. Another Mekong River convoy has arrived in Phnom Penh.
In Laos, to the south, enemy troops are maintaining pressure on govern-
ment forces along Route 23 east of Pakse. Irregular troops were forced to

Chinese defection: Chang Shuang-Chao, identified as a "Confidential
Secretary" of the Provincial Department of Finance in Taiwan, has defected
to Communist China, the New China News Agency (NCNA reported today. NCNA
said Chang arrived in Peking Sunday by air after completion of a study
course in the U.S. "Inspired by the excellent situation in China and abroad
and dissatisified with the reactionary rule of the Chiang (Kai-Shek) gang,
he refused to go back to Taiwan and courageously forsook the darkness and
crossed over to the brightness after he finished his post-retained study
in the U.S. NCNA said. "I am deeply moved today by being back in Peking,
the Capital of the Motherland, and by the warm reception the People's
Government gave me," NCNA quoted Chang as saying at an airport reception.
"I feel boundlessly proud that our Socialist Motherland is thriving under
the wise leadership of Chairman Mao (Tse-Tung)." Chang denounced the U.S.
for trying to create two Chinas and said that there was "growing discontent
among the people in Taiwan," according to the NCNA report. (press)

IRA demands: The Provisionals, the extremist wing of the outlawed Irish
Republican Army (IRA) tonight issued a five-point plan to end what it
termed the "the agony of our people" in British-ruled Northern Ireland.
The Provisionals called for an "immediate cessation to the British Forces
campaign of violence against the Irish people." Other points were: abol-
ition of the stormont provincial parliament in Belfast; a guarantee of non-
interference, and a free election to establish a regional parliament for
Northern Ireland as a first step towards a new government structure for
all Ireland. Immediate release of all "Irish political prisoners" in
England and Wales; and a guarantee of compensation "for all those who
suffered as a result of direct and indirect British violence. The state-
ment said these interim proposals were submitted for the British Government
and the other interested parties. Acceptance of them by September 9 would
be reciprocated on the part of the IRA by a suspension of military activities,
it said, but rejection would mean intensification of the campaign of resis-
tance to the British military authorities. The statement was signed by P.

CECLA appeals to U.S. : Nineteen Latin American and Caribbean countries
tonight appealed to President Nixon to lift the 10 per cent import sur-
charge he imposed on August 15. They sent a telegram to Washington at
the end of a three-day emergency meeting of CECLA, the Latin American Co-

Soviet Task Force: A Soviet Nuclear Force which anchored Saturday in
the Gulf of Alaska headed out tonight in a southwesterly direction toward
the open sea, a spokesman for the Canadian Armed Forces said. The spoke-
sman said a Canadian survelliance fleet was following at a distance of
about two miles. Argus patrol aircraft from Comox, on Vancouver Island,
flew overhead with U.S. Navy patrol planes. The Soviet Force, which
sailed a few weeks ago from Eastern Soviet ports, consists of a gudided
missile cruiser, two destroyers and a nuclear submarine. The ships
anchored Saturday off the Alaskan panhandle, about 40 miles northeast

Indochina Military: Enemy initiated activity increased
slightly yesterday. ARVN infantrymen engaged an unknown
size enemy force, believed to be an element of the NVA
27th Regiment, 2 miles northwest of Fire Support Base
Fuller. Enemy losses were reported as 15 killed, 3
weapons, 62 blocks of TNT and 4 B-40 rockets captured.
ARVN losses were 2 killed and 3 wounded. The 198th
Light Infantry Brigade, while in a night defensive
position, was attacked yesterday by NVA troops employ-
ing small arms, automatic weapons and rocket propelled
grenades, 11 miles northeast of An Hoa. Five U.S.
soldiers were killed and 10 wounded. Enemy losses are
unknown. In Vinh Long province, an enemy unit attacked
and overran a Popular Forces outpost, 9 miles south of
Tam Binh. The Popular Forces lost 3 killed, 12 wounded,
12 individual weapons lost and 2 radios destroyed. The
outpost was 90 percent destroyed. Enemy losses were
2 killed. U.S. Navy helicopter gunships on a routine
patrol in Vinh Binh province, 85 miles south of Saigon,
sighted and attacked more than 50 beached and camouflaged
sampans. Thirty-five sampans and 3 junks were destroyed,
18 sampans, 8 buildings and l bunker were destroyed.

positions around Rumlong and pushed further to the east
of the town on 25 August. The 25th Infantry Battalion,
however, was attacked and incurred 32 wounded. Contacts
east of Rumlong resulted in another 3 FANK killed and
14 wounded. Total casualties for the period 21-25 August
are: 24 government soldiers killed, 132 wounded. Enemy

Bolivian Developments and Recognition: Ambassador
Siracusa cabled early this morning that it will not
be possible to extend recognition to Bolivia's new
government by noon Friday as earlier planned. The
Bolivian Chief of Protocol advised the Ambassador
late last evening that thus far only eight countries
have extended recognition. The British and French
as well as other Common Market countries will not
act prior to this weekend. Five Latin American
nations will probably also delay action. Siracusa
prefers to wait until the previously agreed upon
formula of recognition by major Latin American and
European countries has been fulfilled -- a develop-
ment which may take until Saturday or Monday. The
Ambassador feels a delay will do no harm since the
Embassy is in touch with the government; has already
conveyed its good wishes, and is acting in accordance
with the specific request of the Foreign Minister.
In view of the accusations of complicity in the coup
which have been directed at the Embassy and the Am-
bassador personally, a delay is in the interest of
the U.S. Furthermore, there is a possibility of
renewed civil strife this weekend in reaction to the
government's attack on the University last Monday.

Korean DMZ Incident: A unit of the ROK 1st Division
engaged three North Korean infiltrators south of the
Imjin River at the western end of the DMZ yesterday.
A two hour exchange of machinegun fire ensued. The
three infiltrators were killed. One ROK soldier was
killed and one wounded. There was no U.S. involvement

Chile/Ecuador: Ecuadorean government officials have
voiced displeasure with President Allende because of
a private meeting he held with anti-government, left-
wing students yesterday during an official visit to
Ecuador. Allende met with three student leaders and
a university professor at the residence of the Chilean
ambassador to Ecuador. Allende, according to the
student leaders, will hold a public discussion with
students today at the University at Guayaquil where
he is to receive an honorary degree. (Reuters)

Bolivian Situation: A three-man junta, led by retired Colonel Hugo
Banzer, has been named to succeed Juan Jose Torres who fled the
Presidential Palace
in the midst of heavy fighting in La Paz.
All organized resistance has ended in La Paz and the interior, although
armed civilians are still at large. Some sniping, looting, and terrorist
activity remain a possibility in coming days. In addition, leftist
organizations have called for a general strike, according to press
reports. Late yesterday President Banzer appointed most of his cabinet,
which appears to be evenly split between the National Revolutionary
(MNR)
(FSB)
Movement and the Bolivian Socialist Falange. The foreign minister,
Mario Gutierrez is a respected member of the FSB. Finance Minister
Raul Lema, an MNR leader, served in the government of President Paz
Estenssoro in 1964. Meanwhile, Torres reportedly has been given
asylum in the Peruvian Embassy.
At one stage of the battle in La Paz the residence of the U.S. Marine
guards of for the embassy was besieged by students and workers armed
with machine guns. Despite considerable damage to the residence
apparently no one was seriously injured. The remainder of the official
U.S. community in La Paz were not seriously threatened,
although
the U.S. Embassy was damaged somewhat by demonstrators over the past

Ky Withdraws From Race: Vice President Ky announced this morning that
he will not re-enter the South Vietnamese Presidential race . Ky read
a short statement in which he charged he would not campaign for the
presidency because of "manuevers" by Thieu. "President Thieu has used
the elections as a way to strengthen his
position without
regard to the constitution or the law or the most elementary principals
of democracy," Ky said. He then proposed that he and Thieu resign
immediately "allowing the speaker of the Senate, Nguyen Van Huyen, to
take over and organize the next election." Ky made it clear he would
not resign as Vice President unless the President resigned with him.
Our Embassy in Saigon issued the following statement: "We regret the
decision of Vice President Ky not to contest the election for the
presidency of South Vietaam. We are studying the implications
of the situation and have no further comment at this time.' (Various)

Protective Reaction Strikes: Three incidents have been reported by
U.S. aircraft flying missions over Laos. On Saturday, North Vietnamese
anti-aircraft guns located just inside North Vietnam and southwest of
Dong Hoi fired on two F4Ds flying over Laos. The aircraft dropped two
2000 pound bombs on the gun
sites
,
however, there was no report
of
damage. Another protective reaction strike occurred on Sunday morning
as a Navy A6 flying in Laos
received lock-on signals from two
North Vietnamese SAM sites 28 and 40 miles southwest of Vinh. The U.S.
aircraft fired one AGM-78 and two AGM-45 air-to-ground missiles at the
site. However, due to poor weather conditions, missile impact and
results were not observed. The third incident occurred early this morning
escort
when one RF-4 and two F4D
aircraft received anti-aircraft fire
from a gun site 30 miles southeast of Dong Hoi. The escort aircraft
dropped four CBU bombs on the gun site causing numerous secondary
explosions. No damage was reported to the U.S. aircraft involved

Cambodian Military Situation: Only light contacts have been reported
by government troops operating on Route 6 in Operation Chenla II north
of Phnom Penh. DIA reports that despite delays engendered by road
conditions, some elements were able to move into their positions on
Saturday, and armored personnel carriers resumed movement north of
Tang Kauk yesterday. The army's progress along Route 6, however, is
likely to be difficult. In addition to anticipated enemy operations
against the task force, the U.S. Defense Attache reports that the road
is cut in at least 100 places because of destroyed bridges and culverts,
and that the roadbed itself is badly trenched. (Ops Int Sum)
Laos Military Situation: A 475-man government task force was airlifted
to positions southeast of Paksong on Saturday for an expected three-
pronged assault on the town. It encountered only light resistance.
Meanwhile, two of four irregular battalions northwest of Paksong are
trying to link up for the attack, and three army battalions have renewed
their drive eastward from Ban Phakkout along Route 23. Government
strategists X hope that the movement of these three forces toward
Paksong will break the enemy's hold. The NVA 9th Regiment, engaged in
heavy fighting for the past several weeks and subjected to frequent air
strikes, has beaten back all efforts so far to take the town. Enemy
armored elements are still in the area and two NVA battalions on the
southeastern edge of the Bolovens Plateau could aslo come to the

SUBJECT: Morning cable summary for 22 August 1971.
CUBA: A pro-government newspaper said yesterday that Prime Minister
Fidel Castro of Cuba will visit Chile in October.
Puro Chile, a leftist newspaper, quoted an official at the
Foreign Ministry as saying, "A formal announcement to that effect will
be made today.'
It said the announcement will be included in a joint statement
Cuba's visiting Foreign Minister, Raul Roa, and the Chilean Govern-
ment will make before Roa leaves. Roa is expected to end a five-
day visit to Chile today.
President Salvador Allende invited the Cuban leader earlier
this year to visit Chile.
BOLIVIA: Leftist President Torres has been ousted by military and
political elements that have been plotting against him for several
weeks. Torres' refusal to step down caused widespread violence in
La Paz as armed leftist groups and elements of the presidential
guard clashed with the rebel forces. A three-man military junta
has reportedly been named to govern the country temporarily. More
violence could occur as armed civilian groups are still roaming
the capital. The chaotic situation will make it extremely difficult
for any new government to consolidate its position and restore order.
However all shooting between organized units has ended. There
have been unconfirmed reports of over 100 killed so far in the
country-wide clashes.
President Torres, who fled his palace as rebel troops approached,
is believed still in La Paz, possibly with the Colorados regiment,
the only military unit which remained loyal to him. Others of his
government are believed hiding in foreign embassies throughout
the city.
No U.S. personnel were injured, but leftist students supporting
Torres did inflict considerable damage to the residence housing
our Marine contingent. Stories of personal heroism have been
reported, and our embassy has recommended a citation be given to
the Marine unit.
TO KY OR NOT TO KY: South Vietnam's Vice President Ngyen Cao Ky
postponed a decision today on whether to run for president because
he needed more time to consider his next move. Ky has until Tuesday
to decide whether to remain in the race as sole opponent to President
Nguyen Van Thieu in the October 3 presidential election.

INDOCHINA: Ground combat activity was light and sporadic throughout
Vietnam. Enemy mortar fire was again directed at Fire Support Base
Fuller as 80 rounds of 120mm rockets impacted at the ARVN compound.
There were no casualties or damage reported. In MR2 Korean units
reported killing 17 of the enemy west of Tuy Hoa, and an ARVN unit
operating southeast of Pleiku City killed 11 North Vietnamese.
Elsewhere north of the DMZ an enemy anti-aircraft position just
inside North Vietnam and southwest of Dong Hoi last night fired on
two F4Ds which were flying a Steel Tiger mission in Laos. The air-
craft were not damaged, and there was no report of damage to the gun
sights which were hit by two 2000 pound bombs. Another protective
reaction strike occurred early this morning as a Navy A6 flying in
Laos engaged enemy gun positions 28 and 40 miles south of Vinh inside
North Vietnam. There are no details available yet.
In Cambodia government forces involved in the operation to clear
Route 6 north of Phnom Penh apparently are presently engaged with the
enemy. The NMCC confirms late press reports of a contact in a
bunker complex about 55 miles north of the capital. The NMCC cannot confirm
the Cambodian claim that 100 of the enemy were reportedly killed.
In Laos action is scattered and light with several minor clashes on
the Plaine of Jars. There was one shelling in the panhandle, and to
the south on the Bolovens Plateau government forces clashed several
times with North Vietnamese units. In Vientiane the Embassy reports
that the flood waters are rising in the city. Air operations are
now centered on a helicopter pad in the US Aid Compound since the
airfield is closed. (NMCC)
MANSFIELD: The South Vietnam elections constitute "a farce" which
will heat up the antiwar debate in Congress again and strengthen
effors to impose a withdrawal date, Senate Democratic Leader Mike
Mansfield said yesterday.
He said he will strengthen his own amendment calling for U.S.
withdrawal from Indochina nine months after enactment in exchange
for release of U.S. prisoners held by the North Vietnamese.
The amendment had been tacked onto the bill extending the
Selective Service System, but was knocked out by a House-Senate
Conference Committee.
Mansfield said he would not try to revive the amendment to the
Draft Bill when it comes up for consideration in mid-September
because that would require Senate rejection of the conference
report "and that is rarely done."
But he said he does "foresee strengthening the amendment,
setting an exact time" and adding it to some other military
legislation, such an the military procurement bill. (PRESS)

FOREIGN EXHHANGE MARKETS AS A RESULT OF PRESIDENT NIXON'S ECONOMIC MOVES.
IN JAPAN, THE CURRENCY MARKET OPENED AND 300MILLION DOLLARS WERE SOLD DURING
THE MORNING TRADING. THE BANK OF JAPAN HAD TO STEP IN TO TN SUPPORT THE
PRICE. A JAPANESE FOREIGN MINISTRY STATEMENT SAID THAT JAPAN WILL NOT CHANGE
ITS 8-POINT POLICY, ADOPTED LAST JUNE 4 TO HEAD OFF FOREIGN PRESSURE FOR AN
UPWARD REVALUATION OF THE YEN, DESPITE A SERIES OF MEASURES TAKEN BY
PRESIDENT NIXON TO TDEFEND THE DOLLAR.

MILITARY UPDATE OF DMZ FIGHTING: Enemy force S have launched some 33 attacks
by fire in northeastern Quang Tri Province since 11 August. There have also
been several ground attacks, apparently to test Allied defense and reaction
capabilities. Cumulative Allied casualties since the 11th now stand at 51
killed or missing and 106 wounded. The enemy has lost 245 killed.
The largest action occurred 2 miles northwest of FSB Sarge, 21 miles west of
Quang Tri City. Alarge enemy force attacked elements of a Vietnamese marine
battalion. The marines withdrew after sustaining casualties of 31 killed
on missing. The enemy lost an estimated 200 killed in this engagement.
Six B-52s were diverted to assist the marines. US AND ARVN ARTILLERY
and US fighters provided support. Fighting continues in the area.

CAMBODIA: The Cambodian High Command reacting to reports of atrocities
against civilians, demanded the withdrawal of most of the South Vietnamese task force
in Cambodia. In Phnom Penh, the government says a group of army officers are
in Saigon discussing the withdrawal of South Vietnamese marines and navy
forces from their Mekong River Base at Neuk Luong, 32 miles SE of the
capital. (Press)

JORDAN/SYRIA: Both Syria and Jordanian forces remain in a high state
of readiness, but tensions have eased somewhat in the absence of any new border
clashes since Friday, and both gov ernments appear more conciliatory. The
Jordanians have informed Syrian diplomats in Amman that they need not leave
despite the Syrian demand thaththe Jordanian embassy staff leave Damascus.
The Jordanian press has continued to put the blame for border incidents
on the fedayeen and has made no mention of Syrian air attacks against
Jordanian armor. For their part, the Syrians have reopened the border
to non-Jordanian vehicles and passengers, and President Asad did not even
mention the fighting in a speech on Saturday.

UK REDRAFTS MALTA PROPOSAL:
A British official gave us advance confirmation
that the UK will, despite misgivings but in the interest of NATO solidarity,
refrain from sending a further message to Maltese Prime Minister Mintoff at
this time. He said that the UK will submit a new draft message, incorporating
suggested changes including mention of a specificecash advance, to the meeting
today of the North Atlantic Council. (London 7547)

Additional Reaction to U.S. Economic Moves: Canadian External Affairs Minister
Sharp announced that a Canadian delegation will be sent to Washington on
Thursday. The delegation will attempt to gain an exemption from surcharges
for Canadian exports to the U.S.
Additionally, Finance Minister Benson, who has been recalled from a holiday,
is expected to call a meeting of "The Group of 10" an informal executive
group of the international monetary fund of which he is the chairman.
Meanwhile press reports indicate that the British Chancellor of the
Exchequer will suggest a meeting with the Finance Ministers of the six Common
Market countries and then a meeting of the "Group of Ten".
