The Agreement on Disengagement Between Israel and Syria
The United States position with respect to the
first paragraph of the Agreement between Israel and
Syria establishing a ceasefire is as follows:
Israel has the right to prevent by all available
means the action of Feyadeen or irregular groups
across the ceasefire lines. The United States will
support such actions politically and not consider them
in violation of the ceasefire.

Dear Madam Prime Minister:
I have conveyed to the Syrian President the U.S. position
with regard to paragraph 1 of the agreement. This position was
understood by President Asad and he will act accordingly.
In the course of tisscnmverrsation, President Asad made
the following additional comments:
(1) We are anxious to do nothing that would upset the caasefire;
(2) We will take extra care in the border areas;
(3) There will be no firing across our front line into Israeli-
held territory;
(4) There will be no launching eites on our territory for
attacks on Israeli-held territory;
(5) There will be no possibility for organized armed bands
to cross into Israel;
(6) No Fedayeen will be stationed in our front areas facing
Israel;
(7) We will do our best to prevent individuals from coossing
the border.
President Asad also added that publication of these assurances
would make it very difficult to implement them.

confidential message from the President to be given to Mrs. Meir,
Dayan, Rabin or any Israeli leader you see fit:
(AD The incident that took place today should not discourage
the Israelis. On the contrary, it should encourage
them to proceed with disengagement since it proves
disengagement is imperative.
(B) Once disengagement is finalized and if Israel helps it
to succeed, the President will when you come here be
prepared to work out with you a joint procedure on how
to cope with and prevent such indidents in the future.

Dear Madam Prime Minister:
In connection with the conclusion of the
agreement on the disengagement of Syrian and Israeli
forces, I understand how essential it is that all aspects
of the ceasefire and disengagement be scrupulously
observed.
In particular, the United States has already
expressed its view that an attack across the disengage-
ment line by armed groups or individuals would be in
violation of the ceasefire. Should a situation arise
in which Israel finds it necessary to take action in
such attacks
direct response to or to defend itself against such them, attacks,
the United States would not consider this a violation
of the ceasefire and would block attempts in the United
Nations to condemn the Israeli response as a violation
of the disengagement agreement.
In addition, Madam Prime Minister, I want you to
know that I am prepared to undertake a diplomatic offensive
throughout the Middle East against terrorism and to make
personal representations on this subject if my trip to
the area materializes.

President Hafez Assad and Secretary of State Kissinger today
concluded a series of talks on the question of separation of forces
between Syria and Isracl. They agreed to recess the talks for a few
weeks to permit both sides to study the problems involved. President
Assad expressed his deep appreciation for the efforts of the U.S. and
for the initiative and determination of the Secretary of State. He
believes the talks have been conducted in a cordial, friendly and
impartial manner. Secretary Kissinger in turn has expressed his
thanks to President Assad and his Government for the positive spirit
in which these talks have been pursued. He also thanked the President
on behalf of his colleagues for the warm hospitality extended to them
in Syria.
President Assad and Secretary Kissinger agreed that very
considerable progress had been made toward an agreement on disengage-
ment of forces, including the matter of the disengagement linc. However,
a number of other complex and related issues remain which will require
further time to resolve.
They, therefore, further agreed that during the period in which
the talks will be briefly recessed, diplomatic contact designed to bridge
the remaining differences will continue. To this end, President Assad

President Assad and Secretary Kissinger agreed that the
intensive discussions of the past week have contributed
markedly to a deeper understanding and improvement
in the overall relationship between the United States
and Syria. In furtherance of this mutual desire to
improve relations, Syria and the United States have
agreed to raise the level of their Interest Sections
in Damascus and Washington respectively to Ambassadorial
level. They will also send special emissaries to the
respective capitals as the occasion warrents.
The President and the Secretary examined concrete ways
in which the United States and Syria could work more
closely together for their mutual benefit. The
Secretary said that the US is prepared to resume
educational and cultural exchanges. The two agreed that
they would examine together ways of increasing trade
and enhancing cooperation in the economic field.

PROTOCOL TO ISRAELI - SYRIAN AGREEMENT ON
DISENGAGEMENT OF FORCES
Concerning the United Nations
Disengagement Observer Feree Organization
Israel and Syria agree that:
The function of the United Nations Disengagement
Observer Foree Organization (UNDOF) (UNDOO) under the
Agreement will be to use its best efforts to maintain
the ceasefire and to see that it is scrupulously ob-
served. It will supervise the Agreement and protocols
thereto with regard to the areas of separation and
limitation. nd-in-sueh-ether-areas-and-ways-as-may-be
agreed. -In-earrying-out-its-mission,-i It will carry out
its functions outside towns and villages and will comply
with generally applicable Syrian laws and regulations and
will not hamper the functioning of local civil adminis-
tration. It will enjoy freedom of movement and communi-
cation and other facilities that are necessary for its
mission. It will be mobile and provided with personal
weapons of a defensive character and shall use such
weapons only in self-defense. The number of the UNDOF
UNDOO shall be about 1500, who will be selected by the
Secretary General of the United Nations in consultation
with the parties from members of the United Nations who
are not permanent members of the Security Council.
The UNDOF UNDOO will be under the command of the
United Nations, vested in the Secretary General, under
the authority of the Security Council. It-will-establish
its-ewn-preeedures,-in-eensultatien-with-the-parties,
whieh-shall-inelude-the-attaehing-ef-Israeli-and-Syrian
liaisen-effieers-te-the-UNDOF.
The UNDOF UNDOO shall carry out inspections under
the Agreement, and report thereon to the parties, on a
regular basis, not less often than once every ten fifteen
days, and, in addition, when requested by either party.
It shall mark on the ground the respective lines shown
on the map attached to the Agreement.

the aegis of the United Nations after that group has been
joined by a Syrian military representative, and with the
participation of representatives of the United States and
the Soviet Union. The precise delineation of a detailed
map and a plan for the implementation of the disengagement
of forces will be worked out by military representatives of
Israel and Syria in the Egyptian-Israeli Military Working
Group, who will agree on the stages of this process. These
representatives The Military Working Group described above
will start their work for this purpose within 24 hours after
the signing of this agreement. They will complete this task
within seven five days. Disengagement will begin within 48
24 hours after the completion of the task of the Military
Working Group and in no event later than ten days after the
signing of this agreement. The process of disengagement will
be completed not later than twenty days after it-begins. the
signing of this agreement.
F. The provisions of paragraphs A, B and C shall be
inspected by personnel of the United Nations comprising the
United Nations Disengagement Observers Foree under this
agreement.

PROTOCOL TO THE ISRAELI-SYRIAN AGREEMENT
ON THE DISENGAGEMENT OF FORCES
Concerning the Area of Separation
Israel and Syria agree that the following con-
ditions will prevail in the area of separation, which
is between Lines A and B as agreed on the map attached
to the Agreement:
1. The area of separation will be demilitarized.
No military forces will be permitted in the area of
separation, and no military activities will take place.
2. Syrian civilian administration will provide
the normal services of government in the area of sepa-
ration, including a police force of about
per-
sonnel armed and equipped with individual light weapons
and with light soft vehicles only.
3. Israel and Syria will assume responsibility
for preventing any crossing of Line A, except as agreed
by the parties.
4. Israel will turn over its fortified positions
in the area of separation to the United Nations Disengage-
ment Observer Force (UNDOF) which will assume control of
them.
5. The UNDOF will also take over the positions in
the area of separation on Mount Hermon and assume control
of them.

ISRAELI-SYRIAN AGREEMENT ON DISENGAGEMENT OF
FORCES IN PURSUANCE OF THE GENEVA PEACE CONFERENCE
A. Israel and Syria will scrupulously observe
the ceasefire on land, sea and air and will prevent
from the time of the signing of this document all mili-
tary or para-military actions against each other in
implementation of United Nations Security Council
Resolution 338.
B. The military forces of Israel and Syria will
be separated in accordance with the following principles:
1. All Israeli military forces will be
west of the line designated as Line A on the
map attached hereto, except in the Quneitra
area, where they will be west of Line A-1.
2. All territory east of Line A will be
under Syrian administration, and Syrian civil-
ians will return to this territory.
3. The area between Line A and the line
designated as Line B on the attached map will
be an area of separation. In this area will
be stationed the United Nations Disengagement
Observer Force established in accordance with
the accompanying protocol.

4. All Syrian military forces will be
east of the line designated as Line B on the
attached map.
5. There will be two areas of limitation
in armament and forces west of Line A and east

permitted to operate up to their respective
lines without interference from the other side.
C. In the area between Line A and Line A-1 on the
attached map there shall be no military forces.
D. Israel and Syria will assume responsibility

E. This agreement and the attached map will be
signed by the military representatives of Israel and
Syria in Geneva not later than May 28, 1974, in the
Egyptian-Israeli Military Working Group of the Geneva
Peace Conference under the aegis of the United Nations
after that group has been joined by a Syrian military
representative. The precise delineation of a detailed
map and a plan for the implementation of the disengage-
ment of forces will be worked out by military repre-
sentatives of Israel and Syria in the Military Working

Group, who will agree on the stages of this process.
These representatives will start their work for this
purpose within 24 hours after the signing of this
agreement. They will complete this task within seven
days. Disengagement will begin within 48 hours after
the completion of the task of the Military Working Group
and in no event later than ten days after the signing
of this agreement. The process of disengagement will
be completed not later than

begins.
F. The provisions of paragraphs A, B and C shall
be inspected by personnel of the United Nations com-
prising the United Nations Disengagement Observer Force
under this agreement.
G. Within 24 hours after the signing of this agree-
ment all wounded prisoners of war which each side holds
of the other as certified by the ICRC will be repatriated.
Within 24 hours after the completion of the task of the
Military Working Group, all remaining prisoners of war
will be repatriated.
H. The bodies of all dead soldiers held by either
side will be returned for burial in their respective
countries within ten days after the signing of this agree-

PROTOCOL TO ISRAELI - SYRIAN AGREEMENT ON
DISENGAGEMENT OF FORCES
Concerning the United Nations
Disengagement Observer Force
Israel and Syria agree that:
The function of the United Nations Disengage-
ment Observer Force (UNDOF) under the Agreement will
be to use its best efforts to maintain the ceasefire
and to see that it is scrupulously observed. It will
supervise the Agreement and protocols thereto with
regard to the areas of separation and limitation and
in such other areas and ways as may be agreed. In
carrying out its mission, it will comply with gen-
erally applicable Syrian laws and regulations and will
not hamper the functioning of local civil administra-
tion. It will enjoy freedom of movement and communi-
cation and other facilities that are necessary for its
mission. It will be mobile and provided with weapons
of a defensive character and shall use such weapons
only in self-defense. The number of the UNDOF shall
be about 1500, who will be selected by the Secretary
General of the United Nations in consultation with
the parties from members of the United Nations who are
not permanent members of the Security Council.
The UNDOF will be under the command of the United
Nations, vested in the Secretary General, under the
authority of the Security Council. It will establish
its own procedures, in consultation with the parties,
which shall include the attaching of Israeli and
Syrian liaison officers to the UNDOF.
The UNDOF shall carry out inspections under the
Agreement, and report thereon to the parties, on a
regular basis, not less often than once every ten days,
and, in addition, when requested by either party. It
shall mark on the ground the respective lines shown on
the map attached to the Agreement.

in consultation with the parties concerned. The
presence will be under the oommand of the United Nations,
vested in the Secretary General, under the authority
of the Security Council. It will establish its own
procedures, in consultation with the parties, which
shall include the attaching of Israeli and Syrian
liaison officers to the UNP.
The UNP will conduct UNOO shall carry out
inspections under the Agreement on a regular basis, not less
often than once every ten fifteen days, and, in addition,
when requested by either party. It shall mark on the
ground the respective lines shown on the map attached
to the Agreement.

Israel and Syria will support a resolution of
the United Nations Security Council which will provide for
the United Nations presence contemplated by the Agreement.

PROTOCOL TO ISRAELI-SYRIAN AGREEMENT OF DISENGAGEMENT
OF FORCES CONCERNING THE UNP
(1)
The commander of the UNP shall report regularly on the findings of
the inspections to both parties.
(2)
The UNP shall deny access to any military or para-military forces
and individuals into the Separation of Forces Area.
(3)
In the Mount Hermon sector the UNP will be the only and exclusive
presence one. No liaison officers of any side will be present and no persons other
than those of the UNP will be permitted into that area.
(4)
Withdrawal of the UNP shall require the consent of both sides to
the agreement.
(5)
The UNP will assume control, man and establish observation posts
in six former Israeli positions.
(6)
During the period of implementation of the disengagement the UNP
will ensure the repatriation of all persons that may stray into areas held by the
other side. The repatriation will take place within 24 hours.
(7)
In the Syrian administered inhabited localities of the Area of Separation
a local police force will operate. It will be responsible for normal police
duties only. This police force will be armed with pistols only. The number of
policemen in Quneitra shall not exceed 30 men. The total number of policemen
within the Area of Separation shall not exceed 60. Police vehicles shall
be light soft and unarmed.

SECRET
In order to facilitate agreement between Israel and Syria and as part
of that agreement, and to assist in maintaining scrupulous observance of the
ceasefire on land, air and sea, the United States proposes the following
provisions in agreement with both parties :
(1)
Each side will limit its forces within a 10 kms-wide strip adjacent
to Lines A and B respectively. The deployment will be defensive
and consist of :
(a)
- 2 Infantry battalions, comprising a total of 24 armored
personnel carriers and 8 anti-tank launchers.
- 2 tank battalions, comprising a total of 60 tanks and
12 APCs.
- Mortar support : 36 pieces of light-mortars (81-82 mm).
The entire force shall not exceed 3000 men.
(b) Beyond the above-mentioned strips each side will limit its
forces and armaments to an additional depth of 15 kms as follows :
- 4 tank battalions (up to 140 tanks).
- 12 artillery guns deployed out of range of the other side's line.
- Up to 200 APCs without anti-tank and anti-aircraft mounted
weapons.
The entire force shall not exceed 10, 000 men.
(c) Medium artillery, surface-to-air and surface-to-surface missiles
shall be deployed only beyond the 25 kms strip.
(2)
The above limitations will be put into effect as from the time the
agreement on disengagement between Israel and Syria is signed by the
parties and will be implemented in accordance with the schedule of the
basic agreement.
(3)
This agreement will be subject to supervision by the United Nations
Pr
Presence as defined in the Protocol to the Israeli-Syrian agreement of
disengagement of forces and as a part thereof.
