SUBJECT:
Reply to Message from Prime Minister
Trudeau
Prime Minister Trudeau has sent you a reply to your letter of
November 14 on the subject of U.S. -Canadian energy consultations
(Tab B). He agreed to prompt initiation of the consultations and noted
that the first session of talks had been scheduled for November 27 to
consider the current situation and to draw up an agenda for January
1974 talks between Governor Love and Canadian Energy Minister
Macdonald.
He also informed you that in his address to the Canadian people on
November 22 he said that Canada will continue to supply the United
States from its domestic oil production as best it possibly can.
While taking care in this and his earlier message to qualify Canada's
ability to supply the United States with oil both in the short- and the
long-term, Prime Minister Trudeau quite clearly is making a high
visibility effort to establish that he is working in a friendly and
cooperative manner with the United States on this major problem.
The reply for your signature to Prime Minister Trudeau would thank
him for his message and express your confidence that the U.S. - Cana-
dian talks will produce tangible, cooperative results. Your reply has
been coordinated with Dave Gergen. Deputy Secretary Simon concurs.
RECOMMENDATION:
That you sign the letter to Prime Minister Trudeau at Tab A.
