In your message you alluded to your earlier public statement
to the effect that while Canadian-American relations will adjust to
circumstance, friendship with the United States is regarded by
Canadians as non-negotiable. I welcomed your statement at the
time, and I welcome its reaffirmation now. You may recall that on
the same occasion I responded that we are friends because we have
trusted one another enough to be candid about our problems -- and
because our candor has nourished our cooperation. Your very
thoughtful message bears out what we both said.
