TELCON Secy Rogers - Mr. Kissinger 3-13-69 12:00 N R said he had just got a call from Cliff Case and he feels very strongly that the President should delay decision six months and have study group on all strategic matters. Otherwise, we will run into a serious Congressional problem. R said he was just passing this along. K said he has made his decision but K does not have a clear text of anything yet. K said he would send over to R what President has before him now, however. K said he has paper for President which makes the strongest possible case against it, which K wants him to read before he locks himself in - K said he owes this to him. K said when he talked to Packard he was not opposed to a delay. There is one option to do R&D only but that would kill it. K said even under present program the first missile site isn't to be completed until 1973 SO we are not rushing into something for a long time. Other possibility is to delay. K said he will send R what he has on a personal basis.
