TELCON Under Secy of State Elliot Richardson Nr. Kissinger 3/18/69 0940 HAK said he had sent up Spanish bases paper to the President, and that Richardson was putting him out of business because he couldn't nitpick on it. Pretty soon, said HAK, he will start leaking stories that the Under Secy is taking over his job. Richardson said he was humbly grateful to be able to take on a small part of HAK's burden, and HAK said "don't be sarcastic to your fellow-Bostonian. 11 HAK said he had thought over this Trust Territory thing, and that Richardson's suggestion is a good one, that is, we should move it to the Under Secretary's Committee. He understands there are lots of interdepartmental quarrels with this, and if Richardson could move it to a decision. HAK thinks it's a logical thing for Richardson to have in the Under Secy'ss Committee -- HAK feels the President's phrase "put it in the NSC" really meant just to get some action on it; that it's not SO much a policy problem as to get action on it. Richardson referred back to HAK's first point and said we really ought to communicate with the Spanish if possible.
