TELCON Secy Rogers Mr. Kissinger 4-2-69 5:00 PM R said he had talked to King Constantine this morning and unless K has made a firm appointment with King, R would be inclined to advise him to duck it. K said he had evasively agreed to it, but could get out of it easily. R said King is crying in his beer about not seeing the President and feels hurt personally - feels we have rejected him and his office, etc. K said he sort of indicated that Johnson had put him up to the coup - people at State say that was not the case. K said has John Walsh has probably told R, President was very much opposed to having him come over here. R said he told King we do not want to get involved actively in support of Greek government and people and even though we regret what has happened, we cannot get into it. K said that is the only position we can take. R said no one talks to him (King) frankly and directly, but R did and King at one point sort of cried. K. said he would call and say he could not come tomorrow. R said he was seeing Fauzi in the morning. K said Fauzi had talked to him at reception and asked about settlement. Rxxxxixdx K said he told him a good settlement is where both parties are happy, but in this case a good settlement would be one in which both parties are equally unhappy. K said he laughed and agreed. K and R discussed re-establishment of relations with UAR. Both agreed R's statement on this should suffice. K asked how Kuznetsov thing had gone - R said it was very interesting; they have no flexibility. Wx Question of simultaneous ratification of NPT was raised and what Kuznetsov said in round about way was they wanted Germany to sign first. RxtxxxxxxRx K told R about his conversation with Nuham Goldmann.
