K said itw as a good thing R had mentioned that point yesterday.
K said it was in the President's briefing but he mentioned it and it was
good that K could reassure him. R said he had two reasons for calling
K. The first was memo on weapons for South Korea. K said Laird
called him and said he is sending it over to BOB. R said that should
come to State at some point XX if he reads NSDM 1 correctly. K agreed.
R said they had a copy of the memo but SO far as he knew it was
unofficially. K said he has not received it yet but if it comes here
and has not gone thru State, he will make sure it is handled in accordance
with NSDM 1. R said fine.
R said the other item is appeal by African Bureau concerning the visit
of the PM of Sierra Leone and question of President seeing him. K asked
whether it had been turned down and R said yes. R said it is matter of
call on President while the PM is here on a private visit. K asked whether
R would like the matter reconsidered. R said Palmer feels strongly about
it. K. asked when he would be here and R said May 7-14. K said next
week is impossible but if R wanted him to go back to President on this
he would try for 12th or 13th. R said he would appreciate it. K said he
thinks it can be done informally - just have Walsh send over some bio
material and he will take it up with President on Monday morning.
K said as long as he had R on the phone he wanted to mention further
moves by Swiss Amb in Havana. K asked R if he was aware of the
soundings that the Swiss Amb has made - President wants to hold up on anything
further. R was not aware of this but now that K has mentioned it he will
relay this to Secretary. K said best way is to make holding up informal.
K said they should hold up and not do anything without checking
with President or with K. R said he would make sure Bill gets this word.
K said to tell him he was talking to R on another matter and that is why the
word is coming to him from R.
K brought up King Baudouin's visit. Mosbacher wanted to know if it should be
state visit but also wanted to talk to the Secretary and K said if Secretary has
settled the question, he would just as soon not bother the President with it.
K said he thinks we have to do whatever Baudouin wants because K heard the
President invite him. R said he does not know anything about this but will
check into it.
