II. EFFECT OF CHANGES IN SPANISH GOVERNMENT ON
BASE NEGOTIATIONS
Recent Changes in the Spanish Government
The assassination of Prime Minister Carrero Blanco
last December brought forward a new man as Franco's
successor as head of government. The sudden removal
of Carrero raised the question of the viability of the
regime and of increased uncertainty about the transfer
of power after Franco goes. These apprehensions have
been allayed by the calmness and confidence with which
the government dealt with the crisis. The fact that
the transition to the new government went so smoothly
in spite of the trauma of the assassination has in-
creased the hope among Spaniards that the transition
following Franco's demise will also take place according
to the Caudillo's constitutional provisions.
The new Prime Minister, Carlos Arias Navarro,
65, is an experienced political hand. As interior minister
under Carrero and, before that as head of the security
police, he won a reputation as a forceful protector of
law and order. He is more outgoing than his predecessor
and more attuned to popular currents of opinion. With
a good sense of public relations, Arias will strive to
make the government more acceptable to the people.
Generalissimo Franco remains as Chief of State.
Although he has taken himself out of day-to-day
decision making, he is still the ultimate arbiter of
policy, especially on such matters as relations with
the U.S. and the renegotiation of the Agreement
governing those relations. Prince Juan Carlos, whom
Franco named as king-designate in 1969, is still waiting
in the wings to succeed him as chief of state when Franco
dies or is incapacitated. Since Juan Carlos has implied
