SECRET - 6 - III. SPANISH ATTITUDE TOWARD USE OF BASES FOR OPERATIONS IN MIDDLE EAST While the use of Lajes base in the Azores made it possible to carry out satisfactorily the aerial resupply of Israel during the October 1973 war, it would have been less costly and more effective to have had full use of the bases in Spain. Neverthe- less, our force presence at Spanish bases and functions conducted from facilities in Spain, i.e., refueling, Sixth Fleet support, communications, logistics support, surveillance, and intelligence collection, contributed immeasurably to the pursuit of U.S. objectives in the Middle East. In this regard, our agreement with Spain is explicit with respect to the facilities to be made available to us, but not with respect to their use. The only reference to the use of the bases is in Article 34, which mentions their use "in the case of external threat or attack against the security of the West." In his testimony before the Senate Foreign Relations on the agreement on August 1970, Under Secretary Johnson conceded that we would not be able to use the bases in connection with an Arab-Israeli war without consulting the Spanish Government. At the outset of the war (on October 8) the Spanish Government issued a public statement that "the Agreement of Friendship and Cooperation between Spain and the U.S. of August 6, 1970 refers solely to cases of threat or external attack against the security of the West" and that "therefore, there is no entitlement by U.S. forces to use the facilities granted in Spanish bases in a local conflict such as that of the Arabs and Israel." Privately, the Spanish Government informed us of its opposition to the use of the bases in Spain in connection with the conflict and sought assurances from us that they would not be SO used.
