Relaxation of Restrictions on Trade with People's Republic of China

Pres has considered report of USC re trade and travel relations between
US and PRC and has made following decisbns:
1. SecComm should transfer PRC from Country Group Z of Commodity Control
List to Country Group Y.
2. SecTreas should eliminate Foreign Assets Control requirement
that subsidiaries of US firms in COCOM countries obtain Treasury license
in addition to host country license for export of strategic goods to
PRC, and requirement that subsidiaries of US forms abroad obtain
prior Treasury licensing for export of foreign technology to PRC.
Additional recoms in USC report under XXXX consideration.
