I can push a little more but I don't want to open it up.
I want to move up to the third increment now. We have
to get where we are going in the next 18 months. K
said I understand but the President feels he has to do it
another way.
L said I will go ahead and have Abrams here a week from
Friday. I will make sure it will be a close hold.
L said there is no problem between you and me as far as the draft
thing is concerned. K said absolutely not. There is no pro-
blem. L said our people were hit very hard on the draft
thing and I just told them to stoneface it.
K said I have one thing for you which you will not be happy
about. The President has decided not to change orders
for Abrams. L said that order went out on 15 August.
K said but he never approved it. L said I sent you a
said
memorandum on 5 August and/unless I heard by 15 August,
we would put them into effect. These orders were issued
by Joint Chiefs. I told them not to put them into effect.
L said look at that memorandum. I sent it to the President
with a copy under cover of a memorandum to you. K said
let me just check with the President. L said I will send
you by message tonight a copy of that correspondence.
