Telecon Secretary Rogers 12:15 p. m. 9/5/69 Rogers said he discussed the seabeds with Mel. They are satisfied but they want to put something in the body that the Soviets and we agree on 3-mile matter for other purposes or some such language. We can't put it in the body but could footnote it. K said he talked to Mel and under these conditions we should go ahead. K said he was trying to find Rockefeller's report in the President's office, and as soon as we do we will send it to him. They XXX (Rockefeller group) is working on it. Rogers mentioned some Russian officials speech that was just out and thought the President might find it interesting reading. (Missed discussion here) K said it is a world forum and next year can take care of itself. Rogers said next hear is just a ceremonial year. K's advise to him is that he can use it as a wrap up. He doesn't have to speek very long. The face of his appearance as a world leader is important. Rogers wanted to mention that his speech this time will be about the only thing that happens in the GA. Everything else is retreading. The decision onX ? was a good one. Kissinger agreed and said they were scheduled for Thursday ?. . Rogers wanted to know how long the meeting would last at Camp David and K thought only til about 1;00.
