Telecon Bill Sullivan 9:00 a m. 9/6/69 Sullivan said Lodge has come in from Paris with a request and needs some guidance. The NVN have opened a book of condolences at their delegation. The original suggestion was that XXEX perhaps a junior member of Lodg's delegation should sign the book. Sullivan's reaction to that was negative. Maybe a note could be sent to Ha van Lao which would say that "I want you to know that I appreciate what you and your delegation must feel. " Sullivan wanted to know if K thought there was any reason for sending note. K said that the President said yesterday he didn't want any public expression about Ho's death but he didn't address to this particular instance. K said he would bring this up. and wanted to know Sullivan's personal view. Sullivan's feeling would be to do nothing. There is a question of Lodge's personal relationship between himself and the other delegation and whether a jesture of this type might be of any humane value. The weight of that doesn't seem to have any particular significance on the negotiations. Sullivan said Habib wanted to see K before he left, and K aaid he would do that, on Tuesday or Wednesday and preferably Tuesday. Sullivan said Habib is working on discussion the ceasefire business. He has more imagination and is more adventuresome. K said his problem was that he couldn't believe that the lack of American proposals is the obstacle to a settlement right now and asked Sullivan if he agreed. He did Said we should build ? within the framework of the May 14 speech. K said he would have no problem with that. Sullivan said Phil wants to go beyond that. Sullivan mentioned the lastst wire from San Berga on the immediate ceasefire. It seems there is some confusion. K said he was talking to the secretary. He would go along with the President. The President's view is basically not to make an issue with GVN over it. Sullivan thought that was everyone's view, but we have an operational problem as far as the B-52s are conserned. K thought we had agreed to stand down. Sullivan mentioned cable 18138 and asked if there was any guidance from the President. We haven't given them anything concrete. K said the issue is whether we should press the ceasefire. Sullivan said it looked as though they were agreeing to it but today it looks more obscure. K said he thought we would want to be more responsive. He didn't want to get Sam in a fight with the GVN because of his relations here.
