TELCON The Vice President Mr. Kissinger 4:00 p.m., 9-10-69 The VP said Henry one of the things I wanted to discuss is the lead- up situation on Vietnam meeting on Friday. The way it was handled with the press was of quite some embarrassment to me. Particularly the article in the Times this morning. K said let me tell you what happened. The original intention was that the President would go to Camp David with these military people alone and then the thought was they could not go without the Secretaries of State and Defense. Then it was moved to the White House and we decided to make it an NSC meeting. Ziegler never focused on that. It was to be an informal unannounced meeting. I fully understand the embarrassment to you. VP said it is just that the newspaper people seize on these things to embarrass me. If Ziegler could just be put on notice to be careful. I would have been better to have been excluded altogether. But to be added at the last minute, it was devastating. K said I understand completely. VP said the only thing Ziegler has to understand is that I am a special case as far as the press is concerned. They seize on any chance to embarrass me. K said we should be more sensitive to that. You can protect against things you can foresee. K said as soon as I realized what had happened, I made sure you knew you were invited. But the damage had been done as far as the press was concerned. The VP said on this foreign trip I am to make, I have gotten the word to focus this around the Philippine Inauguration. K said when is the Inauguration? The VP said it will be held on December 30. K said I think it is a good idea but this is strictly my personal opinion. I was a little unhappy about a trip by you before the elections. But after the elections, I think it would be a very ap- propriate thing and would give a focus for starting the trip. The VP said my itinerary is set up now as follows: Hawaii, Philippines, Australia, New Zealand, Thailand, Vietnam (off-the-record), Taiwan, Korea and Japan. Do you think it advisable? This situation with Greece is something we perhaps should exploit. I would like to have your judgment of where I should go.
