Rogers wanted to coordinate on the notification thing. He talked
to Marshall and the President had agreed to let Gorton know.
It would be at the level of 25-40. If there are any other changes
we should let him know. I suppose we should let Pak and Thannom
and the South Vietnamese know.
K sa id thats the point. We should know the real figure. I think
they (SVN) are the most urgent. It is a bousy time to discuss
it with them now. Rogers thought we could wait a kexit little.
K said we should explain to them the difference between spac es
and actual numbers. It was stupidity that we didn't use
this announcement. We told Laird to stick to 525, we wal 1d have
had a great announcement. K thought we should tell Thieu first
and then the hthers 24 hours later. Rogers thought we should have
Bui Diem in but K thought we should talk directly to Thieu.
Rogers suggested getting word to Abrams. K thought we
should talk to Thieu soon. Thieu doesn't like Berger though.
Rogers said Bunker thought he would be O. k. to work on something
like this. Rogers said he would get in touch with Bunker and see
what he recommends. K wanted Rogers to make sure that everyone
knew that this whould be closely held.
They discussed the NSC meeting. Both agreed that it was a good one.
