Telecon Elliot Richardson 7:00 p. m. 9/10/69 K called to say he couldn't make breakfast on Thursday but would do it on Saturday at 7:30 since the staff meeting will be at 9:00. X Richardson said fine and that it would be at State. One problem R had was the McComber appointment. It was reaching the urgent stage. the Secretary talked to the President and as he understood, the President agreed to the appointment. The problem is getting it out. K said someone in the meantime has started complainting about it. From the standpoint of relations on the Hill, particularly Roonie and Hayes, R thought this should be decided. The Secretary has negotiated arrangnenets that they will take. They wanted an insider who had been in the administration as State Dept. XXXEX career. The people over there see this job as one in which they can find somebody X who will look X good organizationally. He is a Republican who will help the Dent constituency. McComber came in under Secretary Dulles. K said if Richardson really wanted him, he could manage it but it would take a meeting with the President. He had it on hislist for several days. He said he would tell R the story at breakfast on Saturday, and would bring it up with the President.
