I would want to do it to. L said, here is my problem. We
have everyone aboard on this second increment. K said,
as an old pro, let me tell you what is in the President's
mind. He is not going to reopen the issue. He wants an
excuse to delay it until after that. L said I am afraid
this has an effect on the momentum of what we have going
on in Vietnam. The Joint Chiefs and everyone else would like
to have an opportunity to have a second crack at this.
K said I can tell you there will be no change. If anything,
it will go upward, not downward.
L said I think we are giving the people the impression that
we don't have a program and I don't want to do that. I think
we should giveNVN and SVN an understanding that we have a
program. K said I told the President what you had in
mind and he says he just has to do it his way. L said I think
the meeting is absolutely necessary, important and we should
have more of those. My problem on it is that I get pressed
by Bill Rogers. He feels that I am responsible for holding
up this announcement. Today, he called me and I said I
am ready to go but I think the President has something
else in mind and I think we should discuss it when we are
out at the Cabinet meeting. K said we will make sure
that this will get straightened out. I can assure you
there will be no change on the second increment. L said
